The City of Golden is seeking quotes from qualified waste haulers to provide waste collection services, including both trash and recycling, for special events occurring in Summer 2026 through early 2027. These events are held primarily on weekends in Downtown Golden and vary in size, requiring dumpsters ranging from 3-yard to 30-yard capacity. Except as noted below for the Farmers Market, dumpster delivery and pickup will typically occur on Thursdays, Fridays and Mondays (before and after each event). Please refer to the attached document for a list of anticipated events, including dates, locations, dumpster sizes, dumpster delivery and pickup times, and GPS coordinates for anticipated dumpster placement.
The selected hauler will be responsible for delivering, servicing, and collecting dumpsters in accordance with event schedules and City requirements.
The hauler must adhere strictly to the delivery and pickup dates and time windows (AM/PM designations) provided by the City, as other event operations are dependent on timely placement and removal. Delivery and pickup schedules are not flexible due to limited access and street closures in the downtown event area.
Pricing and Invoicing Requirements
Please complete the cost per item request in accordance with the instructions provided within each pricing table. Service A (Farmers Market) requires separate pricing for monthly service and one-time delivery/removal, while Service B (All Other Events) requires one all-inclusive price per dumpster, per event. All pricing must be fully inclusive of applicable costs as specified, and no additional fees may be added beyond those included in the proposal.
As a condition of contracting with the City of Golden, a separate invoice is required for each event. The hauler will also be required to provide City staff with disposal tickets for each load, indicating the facility where the load was hauled and, if available, the final weights of materials disposed or recycled.
Farmers Market
The Golden Farmers Market occurs every Saturday from late May through early October. Unlike other special events, the Farmers Market dumpsters will remain on site for the full duration of the season and will require service once per week. Pricing must be structured as a prorated weekly rate for the partial service months of May and October, and as a full monthly rate for June through September. Please be sure to consider this in the pricing structure. All other listed events are one-time or weekend events (typically one to three days), with dumpsters delivered and removed around each event weekend.
Recycling Contamination and Locking Lid Requirements
The City of Golden places a high priority on minimizing recycling contamination and undertakes multiple efforts to ensure a clean recycling stream at special events. To support these efforts, the City requests that all recycling dumpsters (only) be equipped with locking lids where such capability exists.
For recycling dumpsters that do not have locking lid capability, the City will require those recycling dumpsters to be removed as a high priority immediately following the event within the hauler’s business hours to avoid containers remaining unattended and vulnerable to contamination.
Dumpster Placement and Servicing Considerations
Dumpster placement for each event is specific and dependent on the event footprint, event map, adjacent operations, and the location of other event infrastructure and waste stations. Placement details will be provided to the selected hauler in advance of each event. The City reserves the right to adjust dumpster sizes, quantities, and event service needs, including adding or removing events, with reasonable advance notice to the hauler.
Haulers must place dumpsters in a manner that allows for safe access, including adequate door swing clearance. The City may request dumpster configurations intended to support event operations and waste diversion goals, including arrangements designed to reduce contamination between trash and recycling.
Evaluation Criteria and Preferences
Proposals will be evaluated based on overall cost, completeness of the pricing proposal, and the ability to meet the service needs and schedule requirements outlined in this solicitation. Preference may be given to haulers with local or regional presence, demonstrated ties to the Golden community, and those utilizing or committing to the use of low-emission or electric/LAV collection vehicles in appropriate areas.
