    The City’s current Parks & Recreation Master Plan developed in 2013 documented existing facilities and assets and made recommendations for future improvements and development. Significant improvements and investments have occurred since the adoption of the 2013 plan, so the City now seeks to take stock once again of how its inventory of parks and recreation facilities has changed and grown, structural issues that must be addressed, where gaps still exist, and improvements the community would like to see. Accordingly, the City of Kingston seeks proposals from qualified consultants to assist with developing an updated Parks & Recreation Master Plan to reflect current amenities, conditions and standards; evolving community needs; and best practices in parks and recreation planning. The update is also needed to ensure alignment with current operations and future goals. The new Parks & Recreation Master Plan will serve as a guiding document for future development and redevelopment over the next five to ten years. It will be a clear road map for ensuring equitable access, connectivity, and proximity to high-quality parks, green spaces, recreation facilities, and programs throughout the community. The City seeks a system-wide approach that includes the assessment/development of goals, policies and guidelines, as well as the prioritization of strategies based on existing and projected funding scenarios.
