Competitive Sealed Proposals will be accepted online via CivCast at www.civcastusa.com, Project ID – “PA2603 Annual Trail Improvements” for furnishing all labor; material, tools and equipment and performing all work required for the concrete trails, site grading, and drainage improvements. Online services will open for submission of Competitive Sealed Proposals on Wednesday, July 22, 2026, and close on Thursday, August 6, 2026, at 2:00 P.M. CST. Offerors must follow submittal instructions on www.civcastusa.com. In addition, hard copy proposals will be accepted for this solicitation in accordance with the LOCAL GOVERNMENT CODE 271.0065. Proposals submitted in hard copy must be received at the address below before the proposal submission deadline: Public Works Department - 15500 Sun Light Near Way, Building 6 -Pflugerville, TX 78691
Proposals must be submitted on the Proposal forms provided and must be accompanied by a Bid Bond in a penal sum of not less than five percent (5%) of the total Contract Price proposed. The security may be in the form of a Bid Bond furnished by a reliable surety company having authority under the laws of Texas to write surety bonds in the amount required, with such security made payable without recourse to the City.
The final Notice of Award of Contract will be issued to the successful bidder by the City within sixty (60) days following the opening of bids and no bidder may withdraw a bid within sixty (60) days after opening thereof. The successful Offeror must furnish a Performance Bond and Payment Bond on the forms provided, each in the amount of one hundred percent (100%) of the contract amount, from a surety company authorized by the State of Texas to act as surety.
State statutes, including prevailing wage and hour provisions and contract regulations must be adhered to as they relate to this Project. Contractors will be required to comply with all applicable Equal Employment Opportunity laws and regulations.

A Non-Mandatory Pre-Proposal Video Conference will be held at 3:00 PM CST on Thursday, July 30, 2026. Access instructions for the video conference will be posted as an addendum on www.civcastusa.com under Project ID – “PA2603 Annual Trail Improvements”
Questions must be submitted using the Question-and-Answer process through www.civcastusa.com. Responses to questions posted on www.civcastusa.com will also be posted on the City of Pflugerville website for the benefit of all Offerors. A response will be posted for all questions until but no later than 12:00 P.M. CST on July 31, 2026.
The City of Pflugerville reserves the rights to reject any and all offers and to waive any informalities in proposals received; to eliminate a portion of the work or add additional work as required to keep the total contract amount within the funds budgeted; the right to award any parts or combination of parts of the Project it deems necessary; and any other rights established under the laws of the State of Texas.
