    The City of Rio Grande City, will receive bids for Downtown Rehabilitation Improvements Project for the TXCDBG Contract Number CDM24-0074 until 2:00 P.M. on Friday, March 13, 2026 at the City of Rio Grande City – City Secretary’s Office located at 5332 E. US Highway 83, Rio Grande City, TX. 78582. The bids will be publicly opened and read aloud at 2:10 P.M. on Friday, March 13, 2026 at the City Hall Chambers at 5332 E. US Highway 83 - Suite A., Rio Grande City, TX. 78582.

    Pre-Bid Conference: A Pre-Bid conference will be held on Thursday, March 05, 2026 at 10:00 A.M. at the City of Rio Grande City – City Hall Chambers located at 5332 E. US Highway 83 – Suite A., Rio Grande City, TX. 78582. Questions Clarifications submission deadline is on Friday, March 06, 2026 at 12:00 Noon with a response deadline by Monday, March 09, 2026 at 4:00 PM.

    Bids are invited for several items as follows:

    3. ADA Ramps
    4. Railing for ADA Ramps
    5. Accessible Parking Sign
    6. Parking Space Striping Repainting
    7. Street Lighting and Electrical Improvements

Copies of the Bid/Contract Documents may be obtained by depositing $100.00 with SAMES Inc., located at 200 S. 10th Street, Suite 1500, McAllen, Tx 78501. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Rio Grande City or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

    Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, and Section 3 Businesses are encouraged to submit bids. 

    This solicitation is for services related to a project that is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.

    The City of Rio Grande City reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Rio Grande City for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
