- This project consists of setting up the storm water pollution prevention plan (SWPPP) prior to doing any earth moving activities. This site will disturb more than 5 acres of land and will require a Notice of Intent (NOI) to be filed with the state (TCEQ Construction General Permit TPDES TXR150000). After the SWPPP has been set up the channel will be excavated in phases to limit the amount of erosion downstream and into the City of Tomball's MS4. The project consists of excavating the existing channel starting in the downstream side near S. Persimmon Street till we get to the elevations shown on the plan set where we will extent a 24” HDPE storm sewer pipe from the existing inlet where we will make the tie in Sta. 11+73 and extend the pipe to station 0+59.06 as shown on the plan set. A grate will be installed to prevent clogging from large debris. Red valves or approved equals will be placed on the outlet pipe from Vasquez – Phoenix Subdivision to help reduce the amount of flow that will travel up and into their retention basin. The channel shall maintain a 0.2% slope from the entrance of the new storm sewer connection all the way to station 17+50. The remainder will be as shown on the plan set to Lizzie Lane.
- Next a berm will be installed at station 1+75 to help reduce the amount of flow that will enter into existing 24” storm sewer and 54” storm sewer trunk line underneath S. Persimmon. (2) – 36” HDPE storm sewer pipes will be installed to allow flow to travel through the berm during smaller storm events. A spillway will be installed and composed of 24” riprap with ½ sack concrete mixture to close the voids on the upstream side slope. 24" riprap with ½ sack concrete mixture to close the voids will be installed on the downstream slope of the berm. A second berm will be installed at station at station 12+00 to cover the Tortuga pipeline from being damaged by the force of the water and traveling debris during storm event. This berm will have (3) – 36” HDPE storm sewer pipes to allow the majority of the flow to travel through the berm and holding back some of the flow during larger storm events. The berm shall have a 3:1 side slope on both sides with an overflow as shown on the plan set. 24" riprap with 1/2 sack concrete mixture to close the voids on the upstream and downstream side.
- Pipe suspension and support shall be provided for two of Tortuga’s pipelines located at station 14+76 and at station 17+18. Pipe support shall be a made of concrete as shown on sheet C502. One pipe supports shall be placed on each side of the channel suspending the pipe above the natural flowline and keeping the same elevation found onsite.
- A 10-ft maintenance berm shall be installed on the north and south side of the channel with a small hammer head turnabout. Maintenance berms shall have 3:1 side slopes. The same side slopes shall be maintained throughout the channel.
- The channel off Lizzie Lane, traveling north and south shall be regraded per the plans. It will also have a 3:1 side slope.

## Additional Notes
This is a General Land Office - Community Development Block Grant funded project and particular requirements for all bidders. Please review the Supplementary Conditions for a list of all the requirements. Bidders must be registered with SAM.gov and in good standing to bid on this project.
All bid summaries shall be submitted electronically to CivCast.com. All apparent successful bids shall be read online publicly through a Teams meeting.
Bidders must submit a Bid Bond from a reliable Surety company. If a Bid Bond cannot be executed prior to bid submittal a Cashier's or Certified Check issued by a bank satisfactory to the City of Tomball will be accepted, payable without recourse to the order of the City of Tomball, in an amount not less than five percent (5%) of the largest possible bid submitted as a guaranty that the bidder will enter into a contract and execute bonds and guaranty in the forms provided within ten (10) days after notice of award of contract to him/her. Bids without the required Check or Bid Bond will not be considered.
The successful bidder will be required to furnish a Performance Bond, Payment Bond, and 1-Year Warranty Bond each in the amount of the contract, written by a responsible Surety Company, authorized to do business in the State of Texas, and satisfactory to the Owner.
The City of Tomball reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Tomball for a period not to exceed 30 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
Payment for the work performed on this project will be paid by The City of Tomball.
