    Description

    The City is seeking a qualified vendor to provide Park, Parkway & Median Land Scaping services. Sites shall be maintained with a crisp, clean appearance, and all work shall be
    performed in a professional, workmanlike manner, using quality equipment and materials.

    landscape maintenance includes, but is not limited to: shaping, trimming and training of trees, shrubs, and ground cover plants; tree surgery; fertilization; cultivation; weed control; control of all plant diseases and pests; sweeping; maintenance and repairs of trails, pathways, irrigation, and drainage systems, including natural drainage features on the site; litter pick up; removal of illegal dumps; plant replacement; restocking of pet waste stations; emptying of hot coal containers; and all other maintenance required to maintain the areas included in this Contract in a safe, attractive, and usable condition and maintain the plant material in good condition with horticulturally acceptable growth and color.

    Q (Locking Up): Page 39 of the RFB states, "Park gates and comfort station gates, doors and bollards shall be unlocked at the first job each day between 6:30 am and 7:00 am. The contractor is also responsible for locking the aforementioned items." What time is the contractor responsible for "locking the aforementioned items"?

    A: Contractor is only responsible for unlocking the gates first thing in the morning. City Park Rangers lock up all the gates in the evening when closing the parks.


    Q (IPM): I don't see anywhere to list IPM on the pricing sheet. Do we include this for each line item?

    A: All costs for the IPM should be included in each line item for the Landscape sites.


    Q (Trash Pickup): Trash pickup is listed as "first job in the morning." Is there a specific time in which trash needs to be picked up?

    A: There is not a certain time in which trash needs to be picked-up. Contractor would be expected to have crews start performing the trash pick-up following them opening the sites on the specified days.


    Q (Sports Infield Preparation): What are the expected frequencies for all the tasks listed under the Sports Infield Preparation? For example, are the fields to be chalked daily, weekly, or other frequency? Is dragging daily, weekly, or other frequency?

    A: The two fields at Brengle Terrace Park will need to chalked and dragged M-F during adult softball season.


    Q (Trash Pickup): Is there an expected order or rotation from for which trash needs to be picked up? Or can the contractor pick which order the trash is collected?

    A: No expected order


    Q (Electric Equipment): Is there any requirement to use electric equipment for any of the work?

    A: No requirements for electric equipment for any of the work.


    Q (Turf Mowing): Do we need to use reel mowers when mowing the sport fields?

    A: No. A reel mower or rotary mower can be used.


    Q (Water bags): Are water bags necessary? If so, where will they be included on the fee schedule?

    A: Some locations include water bags where automatic irrigation is not available. The cost should be included in the maintenance cost for each site.

    A: Yes City will provide dumpsters for green waste disposal

    A: No, the contractor will need to evaluate all the sites listed for the trash collections to see the trash cans to be serviced.


    Q (No subject): Have payments been withheld from existing contractor for failure to provide service within their service term? And if so, how many times and how much has been withheld?

    A: No payments have been withheld from the existing contractor.


    Q (No subject): Follow up to question 4 on Addendum 1, Sports Infield Prep. During what months is the infields preparation need to be done. In the contract it mentions during adult softball season, what months are those?

    A: There are 2 Adult Softball Seasons. 1st season March - July, 2nd season August - December.


    Q (No subject): How many irrigation controllers and irrigation valves will the contractor be responsible for across all sites?

    A: There are 67 Calsense Irrigation Controllers and around another 30 standalone controllers throughout the city. Each controller has an average of around 25 stations, so around 2,500 valves.


    Q (No subject): Regarding the requirement to fill tree watering bags weekly, does the City have an average/estimate of how many bags are currently in use?

    A: City currently has 200 -250 water bags in place.


    Q (No subject): Who is the current contractor performing these services and what is the current monthly and yearly contract value for these services?

    A: Thank you for reaching out, a public records request needs to be submitted through our City Clerk department during business hours.


    Q (No subject): The specs require annual overseeding and de-thatching for all parks. Can the City clarify if all turf areas have been consistently overseeded in the past or if there is a "catch-up" period required?

    A: there is no catch-up period required.

    A: Infield preparation will be needed at the two fields at Brengle Terrace Park M-F during the Adult Softball Season. 1st season is March - July, 2nd season is August - December


    Q (No subject): The RFB states the City provides green waste and litter dumpsters at designated locations. Can the contractor utilize these for all debris generated on-site at no cost?

    A: Yes contractor can utilize these dumpster for all debris generated on City of Vista sites at no charge.

    A: Our current agreement is set to expire.


    Q (No subject): Is wood chip replenishment part of this contract?

    A: Mulching is a requirement of this contract. The City of Vista will provide the mulch, the contractor will provide the labor to spread the mulch


    Q (No subject): Are there any significant changes to the specifications in this RFB compared to the previous contract?

    A: Please refer the RFB document for details on the specifications.


    Q (No subject): Are there any known marginal irrigation sites that will require supplemental manual hand watering?

    A: On Site #44 Bobier Medians, the 3 medians/roundabout located at Foothill and Oak Drive will need to be hand watered


    Q (No subject): Will tree maintenance for this contract only be clearance or full tree pruning for trees 12’ and under?

    A: Contractor will be responsible for trimming any trees up to 12' for clearance.


    Q (No subject): If full tree pruning is required do contractors need to have a C-61/D-49 license?

    A: no full pruning is required


    Q (No subject): According to Section U Tree Maintenance contractors are responsible for disposal of tree debris that are uprooted due to storms. On average, how many times a year is this service needed?

    A: This service is needed during the winter depending on the storm. This will be disposal of trees and debris that are in the maintained sites.


    Q (No subject): Are irrigation repair costs to be included in the base bid price? If so what irrigation repair components are under this contract?

    A: City will provide all irrigation components, contractor will provide labor to make repairs.


    Q (No subject): Is gate opening/bollards/bathrooms daily by 7 AM required Mon-Fri or 7 days a week?

    A: All gates, bollards, and bathroom opening is required 7 days a week and on holidays.


    Q (Site #15 Breeze Hill): Regarding Site #15 (Breeze Hill Park), can the City clarify the maintenance boundaries for the sports turf located between the two infields? During our site visit, we noted this specific area was locked and appeared to be under use by the adjacent school; will the contractor be granted 24/7 access, or is this area excluded from the contract?

    A: The two ballfield's used by the school during school hours. The contractor will coordinate with City of Vista to set-up a maintenance schedule for this turf area once the contract has been awarded.
