    The City of Vista is requesting proposals from teams composed of a qualified engineering firm to provide professional services for design surveying, underground utility survey, geotechnical investigation, engineering, roadway design, construction staking, construction material testing, and construction support for the W. Bobier Drive Complete Streets Project.

    The City of Vista received a SANDAG Smart Growth Incentive Program (SGIP) grant for the W. Bobier Drive Complete Streets Project. The project generally consists of a partial road diet and bike lane improvements between Marabou Lane and N. Santa Fe Avenue, construction of roundabouts at W. Knapp Drive and Dorsey Way, along with new pedestrian crossings, raised medians and new street lighting.

    Q (CCTV ): Is there any cctv expected in this scope?

    A: The City does not anticipate any CCTV for this project at this time.


    Q (Double-sided pages?): RFP notes “Double-sided pages are acceptable, and a page that says' this side intentionally left blank' does not count toward the page limit.” Since this is an electronic submittal, double-sided pages don’t apply, correct?

    A: Correct, with an electronic submittal required, there are no double-sided pages.


    Q (Table of Contents Page): If a TOC page is included, will it count towards the page count?

    A: Excluded pages are listed in the RFP at the top of page 6.  A separate table of contents page would be included in the total proposal page count.


    Q (Environmental review): Has environmental review under CEQA been completed, and if not, does the City need consultant support to do so?

    A: CEQA is not yet complete.  City staff will complete the CEQA review for this project.


    Q (W-9): Do subconsultants need to also include a W-9 or just the Prime consultant?

    A: The proposal only requires a W-9 from the prime consultant.


    Q (No subject): The RFP references minimizing impacts to private property and requires the consultant to evaluate available record information. However, it does not explicitly define the level of effort expected for right-of-way verification or boundary control.     Q (No subject): If project improvements extend beyond existing right-of-way, is preparation of legal descriptions, plats, and acquisition exhibits expected as part of the base scope?

    A: The concept plan lies within existing City right of way; the proposer should assume the design remains within City ROW.


    Q (School Access Points): Could the City please confirm the anticipated intersection control for the proposed school access points including any current assumptions? If the intersection control is not yet determined, please clarify whether the design consultant will be expected to evaluate and recommend appropriate controls, and whether implementation of such improvements would be included as part of this project or by the school development.

    A: Attachment C to the RFP (page 112/338) shows the Bobier Concept Plan with a note that there is no signal at the school driveway. Proposers should assume the raised median extends across this intersection and the school driveway is right in/right out only.
