The selected proponent will:A. ReportingThe proponent will engage multiple departments and agencies throughout development of the CWPP, however all reporting, invoicing, work products shall be delivered to the Advanced Planning Section of the Community Development Department. The lead planner of the Advanced Planning Section shall be the primary staff contact or “project manager” for proponent.B. Convene Kickoff MeetingThe proponent shall convene an initial kickoff meeting with the CWPP Development Team comprising our key stakeholders. The proponent will discuss key topics of the project such as goals and objectives of the plan, needs from the Development Team, and overall planning process including a timeline. The proponent will be responsible for extracting lived experiences and real-world information from stakeholders, such as (but not limited to) elected officials, other governmental agencies, the school district, County of Riverside, County of San Diego, Tribal Governments (Pechanga), San Diego State University, community leaders, wildlife/environmental agencies, business owners, non-profit groups, and others as related to wildfire and wildfire prevention. Additionally, proponent shall be responsible for reviewing existing risk assessment information, developing recommendations including steps to implement for fire fuel removal, reduction and mitigation to significantly reduce fire risk, and provide expert knowledge regarding fire risk and hazards.C. Review Existing Information and Gather DataThe Proponent shall review the existing CWPP and evaluate relevant policy, planning, and management documents in order to set the foundation for developing an understanding of local fire history, current fire hazard area risk reduction practices, environmental setting, and current policies including best practices for fire prevention by CAL FIRE in order to identify information to be included in the expanded CWPP. Proponent should prepare a brief memorandum on what additional data collection efforts are necessary, if any, based on their professional experience and opinion. City staff shall provide documents to the Proponent as needed.i. Existing information includes: attachments to the request for proposals, along with data from local, state, and federal sources. This review shall include relevant information that includes, but is not limited to:1. All items identified in this RFP;2. The City of Temecula General Plan;3. The City of Temecula Municipal Code;4. The City of Temecula Quality of Life Master Plan (QLMP);5. Temecula Local Hazard Mitigation Plan (LHMP);6. Firefighting capabilities of the City and surrounding areas;7. California State Building and Fire Codes;8. State and Federal information including CAL FIRE documents supporting Fire Prevention strategies such as CAL Fire Fuels Reduction Guide and Federal Fire Administration wildfire protection plans9. Existing mutual aid agreements;10. City and local environmental documents; and11. City of Temecula Emergency Operations Plan.12. City of Temecula DRAFT Emergency Evacuation Planii. Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP); GIS, Maps, and Map database(s) shall be reviewed for relevant baseline information including, but not limited to:1. Project boundary;2. Land ownership;3. Open spaces;4. Land use / Zoning;5. Infrastructure / Critical Infrastructure;6. Topography;7. Aerial and lidar imaging;8. Historical and/or archeological sites; and9. Existing and/or proposed and mapped fuel treatments.iii. Develop a comprehensive stakeholders list that includes (but is not limited to):1. Significant property owners and those within or adjacent to the VHFHSZ and HFHSZ;2. Applicable Local/State agencies;3.
