    Description

    The City of Riverside (“City”) is seeking proposals from qualified housing rehabilitation consultant firms (“Company”) to provide professional expertise and management for the City’s Citywide Housing Rehabilitation Program (“Program”). This Program services low-income, owner-occupied single-family residences and must be administered in compliance with all applicable local, state, and federal regulations, as well as City policies and procedures. The selected Company will be responsible for overseeing the day-to-day operations, staffing, and implementation of the Program which includes housing rehabilitation, compliance of building and safety codes, and project management.The Program provides financial assistance through the CalHOME Assistance Program to eligible homeowners who need housing repair(s) to correct health and safety hazards or code violations in conjunction with general improvements. Applicants of the City’s CalHOME Assistance Program must be 1) homeowners, 2) have owned their home for at least one year, and 3) have household income at or below 80% of the Area Median Income (“AMI”).The City has a maximum amount of $500,000 of CalHOME Program funds available for housing rehabilitation projects, and of the $500,000, the administrative costs shall not exceed 20% of the CalHome program disbursement to the City. The grant funded allocation of costs is restrictive to this percentage and these amounts are locked. The total budget structure is below:• The total available budget for this grant program is $500,000:o Rehabilitation/ Repairs (Owner-Occupied Rehabilitation): $400,000o Program Administration: $100,000 (not to exceed 20% of the total program budget)o Total Program Budget Cost: $500,000Proposers total Cost shall not exceed the structure mentioned above. Proposals that exceed the total budget or the administrative cost cap will be deemed non-responsive.
