    Description

    The selected contractor shall design, recruit for, and facilitate a Civic Assembly using deliberative democracy best practices. The contractor shall lead all administrative, logistical, and operational aspects of the Civic Assembly, working collaboratively with City staff throughout planning, implementation, and reporting.The selected contractor shall perform the following primary tasks:•Task 1 — Participant Recruitment and Selection. Design and implement a transparent sortition process to recruit at least 30 Civic Assembly participants and an appropriate number of alternates. The sortition process shall begin with a random mailing to residential addresses throughout the City, followed by a stratified random civic lottery to select a panel that is broadly representative of Culver City's demographics. Demographic criteria and disclosures shall be developed in coordination with City staff. The contractor shall implement strategies to maximize response rates while maintaining the integrity of the sortition process.•Task 2 — Community Engagement. Develop and implement a community engagement plan, in coordination with City staff, to ensure residents understand the purpose, timeline, and progress of the Civic Assembly. The plan shall identify opportunities for the broader community to provide input to Assembly participants, observe portions of the process if appropriate, and learn about Assembly outcomes.•Task 3 — Civic Assembly Design and Delivery. Design and implement the Civic Assembly in coordination with City staff, including development of the Assembly agenda, participant learning process and materials, facilitation approach, and logistical plan. The contractor shall facilitate a multi-day deliberative process totaling at least 36 hours that enables participants to engage in deep learning, deliberation, and the development of informed, actionable recommendations for City Council.•Task 4 — Recommendations Development and Submission. Assist participants in preparing and submitting formal recommendations to City Council. Recommendations shall reflect areas of participant consensus where achieved and clearly identify any significant areas of differing perspectives or unresolved issues. The contractor shall coordinate with City staff to disseminate Assembly results, including a presentation by participants directly to City Council. The contractor shall also coordinate with City staff to obtain a formal response from City Council to those recommendations.•Task 5 — Reporting and Coordination. Work with Assembly participants to prepare a final report to Council summarizing the Assembly process, participant experiences, and outcomes.•Additional Administrative Tasks. The contractor shall be responsible for various other administrative matters as directed by the City, including participant stipend coordination (participants shall be compensated for their participation) and contracting a third-party evaluator.
