The Orange County Sanitation District (OC San) is a public agency that provides wastewater collection, treatment, and recycling for approximately 2.6 million people in central and northwest Orange County. The OC San Human Resources DepartmentOrange County Sanitation District is seeking proposals from a highly qualified and experienced firm with demonstrated experience and a proven track record of successfully conducting Classification and Compensation Studies for public sector organizations. Preference will be given to firms with experience serving California public agencies, including water, wastewater, and special district organizations.
As described in Proposal Format, including: Technical experience in performing work of a closely similar nature; experience working with public agencies; strength and stability of the firm; strength, stability, experience, and technical competence of subcontracts, if any; knowledge of applicable laws and regulations. Preference will be given to Proposers with experience serving California public agencies including water, wastewater, and special district organizations. Proposers shall provide a representative list of California public sector clients for whom they have performed similar services, including the scope of work, project outcomes, and client references.
As described in Proposal Format, including: Qualification of project staff, particularly key personnel and especially the Project Manager, key personnel’s level of involvement in performing related work cited in “Qualifications of the Firm” section; logic of project organization; adequacy of labor commitment; concurrence in the restrictions on changes in key personnel.
As described in Proposal Format Section, including: Depth of Proposer’s understanding of OC San’s Scope of Work OR Technical Specifications and overall quality of work plan; logic, clarity, and specificity of work plan; appropriateness of labor distribution among the tasks; ability to meet the project deadline; reasonableness of proposed schedule; utility of suggested technical or procedural innovations.
A presentation may be required. If one is required, you will be notified of the date requested. Presentations, if held, will be scored by the Evaluation Committee on quality and clarity of presentation; ability of presenter to answer questions; demonstrations (if required); and demonstrated understanding of the project.
