    OFFICIAL NOTICE TO BIDDERS

    OWNER:  CastleRock Communities, on behalf of Galveston County Municipal Utility District No. 66 (the District), hereby gives notice that sealed unit-price Bids will be received for Clearing and Grubbing to serve Willow Wood Subdivision, Sections One & Two, within the District in Galveston County, Texas.

    TIME AND PLACE OF BID OPENING:  Sealed Bids will be received ONLINE ONLY until 2:00 p.m., Local Time on the 18th day of February, 2026, through CivCastUSA (www.CivcastUSA.com). After the official Bid closing time, the Bids will be publicly opened and read aloud in the office of the ENGINEER, Sherrington-Humble, LLC, 9829 Whithorn Drive, Houston, Texas 77095. A Bidder submitting an Electronic Bid must submit its Bid and bid security through www.CivcastUSA.com. Bidder must register on this website in order to submit a Bid and bid security. There is no charge to submit Bids and bid security on this website. Electronic Bids submitted by telegraphic or facsimile transmission will not be accepted.

    BIDDING DOCUMENTS:  Plans, specifications and bid documents may be viewed and downloaded free of charge (with the option to purchase hard copies) at CivCastUSA Website (www.CivCastUSA.com). Reproduction charges will apply according to CivCastUSA rates.

    PRE-BID CONFERENCE:  A non-mandatory pre-bid conference will be held prior to the Bid Opening on February 11, 2026, at 10:00 a.m., at the office of the ENGINEER to familiarize the Bidders with the goals for this project.

    BID SECURITY:  Bid Security in the amount of not less than 10% of the Bidder's maximum Bid price and in the form of a cashier’s check or a Bid Bond issued by a surety meeting the requirements of Paragraph 5.02.A of the Supplementary Conditions.

    CONTRACT SECURITY:  The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.

    BID REJECTION/ACCEPTANCE:  OWNER reserves the right to reject any and all Bids, waive informalities in bidding or accept the Bid or Bids submitted by the responsible Bidder, who, in the judgment of OWNER, will be most advantageous to the Owner and result in the best and most economical completion of the Project.

    BID WITHDRAWAL:  No Bid shall be withdrawn for a period of 90 days after the opening of the Bids without the consent of OWNER.
