    The City of Brentwood is accepting sealed bids for the CMAQ Signal System UpgradesCMAQ Signal System Upgrades, 2026-ITB-02 to be received through the City’s e-Procurement Portal, OpenGov Procurement, until 4:00 pm, local time, on Wednesday, June 24, 2026.     Background

    The purpose of this project is to implement traffic signal system upgrades at 44 intersections throughout the City of Brentwood as part of a Congestion Mitigation and Air Quality (CMAQ) improvement initiative.     • Project Scope and Purpose

      The Brentwood CMAQ Traffic Signal System Upgrades project will include the installation and implementation of traffic control and signal system improvements across 44 intersections within the city. The project length spans 1.055 miles long and will focus on enhancing traffic flow, reducing congestion, and improving pedestrian safety with the following upgrades:

      Traffic Signal Equipment Upgrades

      • Install upgraded traffic signals as required.
      • Install video detection systems at designated intersections.
      • Install accessible pedestrian signals (APS) at designated intersections.

      ADA-Compliant Curb Ramp Improvements (19 Intersections)

      • Construct or modify curb ramps at select intersections.
      • Adjust sidewalks as necessary to provide proper connections to the new curb ramps and pedestrian signals.

      Traffic Signal Timing Implementation and Optimization

      • Program and implement optimized traffic signal timing.
      • Adjust pedestrian crossing timings and intervals.
    • Project Specifications and Requirements

      All project bids shall comply with the Tennessee Department of Transportation's standard specifications and all provisions outlined in the proposal contract.

      A prime contractor must prequalify with the Department of Transportation in accordance with Section 54-5-117 of the "Tennessee Code Annotated" and Tennessee Department of Transportation Rule 1680-5-3 prequalification of contractors before biddable proposals will be furnished.

      The City of Brentwood, Tennessee hereby notifies all bidders that a 0% Disadvantaged Business Enterprise (DBE) goal has been set for this project and must be met or exceeded.

      The City of Brentwood, Tennessee hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation, and will not be discriminated against on the grounds of age, race, color, religion, national origin, sex or disability in consideration for an award. No Disadvantaged Business Enterprise (DBE) goal has been set on this contract. However, the use of DBE or minority/women owned firms are encouraged.
