    • Cocohatchee River Park Bait Shop Hurricane Repairs

      Description: Please see the scope of work for this project below.  Please refer to the plans for specific details:

          1. Replace of existing doors and windows.
          2. Replace of existing soffits.
          3. Inspect and correct location of the existing HVAC condensing unit.
          4. Install a new meter, transformer, and feed to the building from an existing utility transformer.
          5. Replace exterior lighting as detailed on plans.
          6. Install new receptacles as detailed on plans.
          7. Replace the exterior deck with a new wood deck.

      $500,000 single limit per occurrence

      1. Vendor shall ensure that all subcontractors comply with the same insurance requirements that he is required to meet.  The same Vendor shall provide County with certificates of insurance meeting the required insurance provisions.
      2. Collier County must be named as "ADDITIONAL INSURED" on the Insurance Certificate for Commercial General Liability where required. This insurance shall be primary and non-contributory with respect to any other insurance maintained by, or available for the benefit of, the Additional Insured and the Vendor’s policy shall be endorsed accordingly.
      3. The Certificate Holder shall be named as Collier County Board of County Commissioners, OR, Board of County Commissioners in Collier County, OR Collier County Government, OR Collier County.  The Certificates of Insurance must state the Contract Number, or Project Number, or specific Project description, or must read:  For any and all work performed on behalf of Collier County.
      4. On all certificates, the Certificate Holder must read: Collier County Board of Commissioners, 3295 Tamiami Trail East, Naples, FL 34112
      5. Thirty (30) Days Cancellation Notice required.
      6. Collier County shall procure and maintain Builders Risk Insurance on all construction projects where it is deemed necessary. Such coverage shall be endorsed to cover the interests of Collier County as well as the Contractor.  Premiums shall be billed to the project and the Contractor shall not include Builders Risk premiums in its project proposal or project billings.  All questions regarding Builder’s Risk Insurance will be addressed by the Collier County Risk Management Division.
      7. Professional Services and/or Consulting Services may require professional liability insurance. 
      8. Environmental services, repairs, construction and/or hazardous materials projects may require pollution insurance.

    Q (Cocohatchee River Park Bait Shop Quote ): 1) Is this a Davis Bacon project given the funding and FEMA? 2) Is the site and building accessible for an immediate site walk? If so whom is the contact prior to arrival for announcement?

    A: 1) For FEMA funding, this is not a Davis Bacon project. 2) It should be accessible. To ensure it will be, please contact Eric Short (Parks and Rec Maintenance Manager) at 239-315-2149.


    Q (Cocohatchee River Park Bait Shop Quote): Will Parking Passes be required at the site for working vehicles? If so please provide contact info and pricing

    A: Once the project is awarded to a contractor, we will coordinate with Parks and Recreation team to coordinate access to the park on site without any issues.


    Q (No subject): Is there an anticipated award date for the project? Is there an expected start and finish date for the project?

    A: Once the bids are submitted, we will start the PO process. Once the PO is ready for issuance, we will work with the awarded contractor on a schedule to have the work completed.


    Q (No subject): Under the Insurance section of the Bid Instructions: the following statement is made "The Bidder shall procure and maintain property insurance upon the entire term of the awarded contract, if required, to the full insurable value of the scope of work." 1) Please provide a definition of the "Property Insurance" required from the Bidder? Is this another language for "Builders Risk"? Please advise a true spec on insurance required

    A: Property Insurance is not one of the insurance requirements assigned for this bid. This project does not require a Builders Risk policy either.


    Q (P&P Bonding ): The quick quote makes no reference to requiring bonding. The Collier County Procurement Services states in 10.4 "Bond if Applicable" that a P&P bond is required. Does this project require a P&P Bond? Please advise

    A: If the project will be over $200,000, then a bond will be necessary.


    Q (New metal flashing): The existing metal flashing has the metal roofing hemmed over the top of it. Is the intent to pry back the metal roofing around the perimeter of the building in order to remove and replace the old metal flashing with the new flashing?

    A: Do not disturb existing roof panels. Inspect existing conditions and install new retrofit flashing over existing flashing only.


    Q (Custom HVAC bracket): Are you able to provide the roof pitch of the building, where the HVAC unit wants to be relocated, in order to properly engineer and price a custom bracket for the HVAC unit?

    A: Roof pitch is estimated at 4:12 but should be field-verified. Unit should be placed on the roof at the same relative location where it currently exists (back of the building on the west facade) except elevated to the roof.


    Q (Soffit and window finishes): The current finish on the soffit and exterior windows is painted to match the current trim color. The plan says to provide similar cream colored factory finish to match existing for both these items. Do we need to carry anything in our bid to paint these items if they don't match closely enough?

    A: Yes, carry the cost for repainting if it's not possible to match the colors sufficiently.


    Q (New Doors): On page A 2-0 on both the demo and the new construction floor plan it only shows one door being removed and replaced (Note #2 on each). However, the door schedule shows 2 new doors. Are we to assume that both doors are being removed and replaced?

    A: Yes, both doors are to be removed and replaced. Keynote 2 was intended to point to both front and rear doors.


    Q (No subject): 1) Will the County remove ALL security devices from the soffits to enable demolition? 2) Will the County Re-install said removed security devices after the new soffit is installed? 3) The existing vinyl siding is in very bad shape with holes in it and tears and coming apart? The scope says not to do anything. Is this the case? 4) Will the security on the doors and windows to be replaced be disassembled and reassembled by the County's Security Company? 5) Will the County remove the Ice maker from infront of the facility for safe keeping and reset upon completion? 6) Is the entire inside of the bait shop to be painted out? 7) The grading at the new deck location has a negative drainage to the bait shop building. Will this be corrected by the County prior to the placement of the Deck? 8) What is the County Ordinance for the screening at the roof top HVAC / pedistol?

    A: 1) Contractor is responsible for removing, storing and reinstalling the existing devices. 2) Contractor is responsible for removing, storing and replacing the existing devices. 3) No change in scope, the siding is to remain as-is. 4) Contractor is responsible for removing, storing and replacing the existing devices. 5) The bait shop will remain open during repairs, therefore the ice maker will need to be protected by the contractor during the repairs. 6) Please plan on repainting all interior walls, since door and window work will disturb the existing finishes. 7) The contractor will be responsible for correcting the negative drainage prior to installing the new deck. 8) Collier County Land Development Code section 5.05.08.F.4.g.


    Q (No subject): Do the vertical blinds in the existing windows need to be reinstalled after new windows have been installed and trimmed out?

    A: Contractor is responsible for removing, storing and reinstalling the existing blinds. Include all hardware and preparation necessary to achieve this.


    Q (No subject): Are the existing gutters to be removed and replaced with new? Including Downs? There is damage to existing down spouts - do you want them replaced? The entire building is nit guttered? Is it to have all new gutter on the entire building?

    A: Contractor is responsible for removing, storing and replacing the existing gutters and downspouts as needed. No new gutters or downspouts are required to be installed unless the contractor opts to utilize new matching gutter material in lieu of reinstalling the existing.


    Q (Bait Shop being painted):

    A: Is the entire inside of the bait shop to be painted out? Include all repainting all interior walls, since door and window work will disturb the existing finishes.


    Q (deck framing/posts):

    A: The drawings do not show the footings design for the deck framing / posts? What method is the choice of the county? Piers with post bases? or buried posts in concrete? The drawings indicate a Simpson base. Provide posts with bases. Provide (3) #5 bars each way in all footers.
