The City of Pasadena is seeking the services of a qualified, experienced vendor to implement a Water Use Efficiency Survey ("WUES") program for residential and commercial customers for Pasadena Water and Power ("PWP"). The vendor will be responsible for completing indoor and outdoor water use surveys for commercial and residential customers, providing each customer with a survey report with findings and recommendations, as well as providing this information to PWP. The purpose of the survey is to identify water use inefficiencies within the home/property and provide water efficient recommendations to customers.
PWP is also seeking services for a Residential Irrigation Retrofit ("RIR") program. This program will only be offered to single family residential customers after the water use efficiency survey is completed, and if the customer is determined to be a good candidate for the retrofit program. This program is funding contingent, and may not be offered annually. To complete the work outlined for the RIR program, the vendor or sub-contractors performing the work must have the following requirements: Hold and maintain a valid contractor’s C-27 Landscape Contractor License issued by the California State Licensing Board ("CSLB") in accordance with all applicable federal, state and local laws and regulations.
Points will be assigned based on Ease of Use; Mobile Capability/Support; Data Queries and Reporting; Support and Maintenance; Integration with existing systems; Training and Documentation; Software and Workflow Requirements.
Points will be assigned based on how effectively and efficiently the product can fulfill the requirements in the SCOPE OF WORK. The demonstration will be scored based on it's ability to successfully demo a Script of agreed upon items including but not limited to: System overview; Menus; Features; System navigation; Customization capabilities; Reports; Security features; and Support.
This criterion will be used to review how well the Vendor's proposal demonstrates their understanding of the scope of work and approach for completing the work. The project approach should discuss issues and challenges for the potential services listed and demonstrate ways that would be practical and cost effective for addressing them. The criterion is also based on innovative project approach or methodology that has been used successfully by Bidder on other projects. Value will be given under this criteria for overall proposal quality and comprehensiveness.
Points will be assigned based on a “Ratio Method.” The proposer’s cost must include the delivery of the proposed solutions, as well as any recurring costs (if any) as delineated in the Scope of Work and the PRICE PROPOSAL.
With this method, the proposal with the lowest cost receives the maximum points allowed. All other proposals receive a percentage of the points available based on their cost relationship to the lowest price. This is determined by applying the following formula:
Lowest Price / Evaluated Price X maximum points available = Awarded Points
Example: The cost for the lowest proposal is $100,000. The next lowest proposal has a cost of $125,000. The total points available for cost = 30 points.
( $100,000 / $125,000 ) X 30 = 24 points
Points will be assigned based on a vendor’s previous experience with municipal agencies and/or water districts, completing the tasks outlined in the scope of work as demonstrated through relevant experience. Points will be assigned based on a vendor’s demonstrated success delivering work comparable in complexity, scope, and context. The ideal Vendor will have at least 5 years of relevant experience, implementing similar programs working with other municipal agencies and/or water districts.

1. The Proposer has clearly identified a reasonable financing structure for the overall Project Site that allows the City to ground lease the City Property to the Proposer.
