At the conclusion of this procurement process, the Assessor’s Office will select the platform that best satisfies the requirements of this solicitation and provides the greatest overall value to the County.
The selected CRE database platform will support, among other functions, the Sales Comparison and Income Approaches to value in the mass appraisal of the County’s diverse commercial and industrial property base.
The San Mateo County Assessor’s Office is located in Redwood City, California, and serves the residents and property owners of San Mateo County. Among its statutory responsibilities is the valuation of residential, commercial, industrial, and special-purpose properties for property tax assessment purposes. Property valuations may be developed using one or more of the three recognized approaches to value: the Sales Comparison Approach, the Income Approach, and the Cost Approach.
Property owners may disagree with the assessed value of their property, and such disagreements may result in formal appeals filed with the County Assessment Appeals Board. To value, appraise, and reassess properties following a change in ownership, new construction, or a decline in market value, the Assessor’s Office contracts with providers of property sales data, lease and income data, and construction cost data covering properties located within San Mateo County and neighboring counties.
The San Mateo County Assessor’s Office has historically subscribed to a CRE database platform that has met its needs for sales and market data used in property valuation, assessment reviews, decline-in-value analyses, Assessment Appeals Board hearings, litigation support, market trend analyses, ratio studies, mass appraisal activities, and the administration of the property tax system. Going forward, the selection of a provider offering a similarly comprehensive and credible commercial real estate database and analytics platform will be conducted through a competitive solicitation process to ensure the County obtains the best value.
Where price is not the sole evaluation factor for a solicitation (e.g., in the case of a "best-value" solicitation), five percent (5%) of the total evaluation points otherwise awardable will be added to the proposal score for each Local Business or Local Non-Profit score for evaluation purposes. In the event of a tie between a Local Business or Local Non-Profit and another bidder, the Local Business or Non-Profit shall be awarded the Contract, assuming agreement on other contract terms.
An additional three percent (3%) preference shall be given to a Local Business or Local Non-profit (for a total of eight percent (8%) of total points otherwise awardable) if the proposer is a Small Business or Small Non-Profit, or an additional 5 percent preference (for a total of ten percent (10%) of total points otherwise awardable) if the proposer is a Micro Business or Micro Non-Profit.
To be considered responsive, proposers must meet all of the following minimum qualifications and provide sufficient documentation demonstrating compliance.
I. Organizational ExperienceThe proposer must have a minimum of immediate past five (5) consecutive years of experience providing a commercial real estate sales, lease, property, and market analytics database platform to commercial real estate professionals, appraisal organizations, financial institutions, governmental agencies, institutional investors, or similar entities.
II. Established Commercial Real Estate DatabaseThe proposer must maintain an existing, commercially available commercial real estate database and analytics platform containing commercial property, sales, lease, ownership, and market information. The proposed platform must not be developed specifically for this solicitation.
The proposer must demonstrate that its commercial real estate database contains a substantial inventory of independently researched and verified commercial sales and lease transactions within San Mateo County, Santa Clara County, and San Francisco County sufficient to support mass appraisal, assessment appeals, and litigation support activities.
III. Dedicated Research OrganizationThe proposer must employ a dedicated in-house commercial real estate research organization responsible for collecting, researching, verifying, maintaining, and continuously updating commercial real estate sales, lease, property, ownership, and market information.

IX. Compliance with LawsThe proposer must be legally authorized to conduct business in the State of California and must remain in compliance with all applicable federal, state, and local laws, regulations, and licensing requirements throughout the term of the contract.
