    Description of goods to services to be bid: Request for Proposal (RFP) for Commercialization Voucher program (Commercialization), to solicit for program implementors, four awards to be made: Solicit Implementation Managers to provide flexible, on-demand voucher-based support for predefined services that advance adoption, market readiness, and commercialization across all stages of startup development. The Commercialization Voucher program will serve as a cross-cutting education and support tool, delivering tailored assistance aligned with NYS-specific conditions and individual company needs. Available to NYSERDA Commercialization portfolio companies, the broader Innovation & Research portfolio companies, and non-affiliated startups with a strong NYS nexus, the Program aims to accelerate and enable the commercialization of clean energy solutions to reach mass-market adoption in the state while complimenting existing ecosystem services. NYSERDA intends to make one award per voucher category, for a total of four awards, with each proposer eligible to be awarded for a maximum of one award. Awarded Contractors will receive a predefined percentage of the awarded funds as compensation for program implementation. Each awarded contract is expected to have an initial term of two-years, with the potential for renewal options. NYSERDA reserves the right to extend and/or add funding to the Solicitation should other program funding sources become available. If changes are made to this solicitation notification will be posted on NYSERDA’s website at: www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: See solicitation Proposers must meet the following eligibility criteria to qualify for consideration. 1. Program Oversight and Management: Implementation Mangers must administer their assigned voucher category on behalf of NYSERDA and consent to NYSERDA’s ability to retain final authority over program policies, eligibility criteria, reporting requirements, and performance expectations. 2. Implementation Managers must consent to be accountable for compliance with all program requirements, contract terms, and applicable state policies. 3. Implementation managers must make the effort to identify potential service providers and or supply chain partners located in New York State Disadvantaged Communities (NYS DACs) 4. Implementation Managers must demonstrate a strong New York State-Nexus. 5. Implementation Managers must demonstrate the ability to administer a voucher program, including application intake, review, approval, issuance, and payment processing. 6.Implementation Managers must be able to (a) deliver services to startups directly, (b) manage subcontracted service providers, or (c) operate a hybrid model. 7. Unless the proposer intends to provide the services directly themselves, Implementation Managers must have the capability to solicit, vet, and manage qualified services providers to deliver predefined services to startups.
