    Description

    The City seeks professional consulting services from a qualified firm or team with demonstrated expertise in Community-Based Social Marketing (CBSM), behavioral science, or related disciplines to design and implement a comprehensive outreach, research, and engagement strategy. The purpose of this project is to encourage measurable, sustained, and environmentally beneficial behaviors that advance the goals of the City’s Climate and Environmental Action Plan (CEAP) adopted in 2024.


    The selected consultant (“Proposer”) will collaborate closely with the City's Sustainability and Strategic Communications and Public Affairs (SCPA) teams to conduct CBSM-based research, develop outreach strategies, create and test targeted messaging, and evaluate outcomes related to residential building electrification and household hazardous waste (HHW) participation. The anticipated project term is 24 to 36 months, subject to funding availability.


    This Scope of Work supports multiple CEAP initiatives, including residential building electrification funded through the Clean Power Alliance (CPA) Innovation Grant and HHW outreach. All work related to electrification must comply with CPA grant requirements and reporting obligations. The City reserves the right, in its sole discretion, to cancel this solicitation, reduce the scope of work, or terminate negotiations if funding is reduced, delayed, or withdrawn, without liability to any Proposer.
