REQUEST FOR QUALIFICATIONS / REQUEST FOR PROPOSALS For COMMUNITY DEVELOPMENT BLOCK GRANT CAPITAL PROJECTS ENGINEERING SERVICES FEDERAL FISCAL YEARS 2019/2020, 2020/2021, and 2021/2022 As a member of the Fresno County Joint Powers Agreement for Housing and Community Development, the City of Kingsburg receives annual Community Development Block Grant (CDBG) allocations to undertake eligible CDBG activities. These CDBG activities involve capital projects including construction and repair of infrastructure. The City’s annual CDBG allocation averages $80,000 and has for the past several years been used to reconstruct streets, curb and gutter, and sidewalks in CDBG eligible neighborhoods. The City Council has designated the most recent allotment of CDBG to fund ADA and other upgrades to the City of Kingsburg Senior Center. This project has an overall budget of $237,500 and utilizes $185,000 in CDBG funds. Other eligible projects and activities include, but are not limited to, streets and roads, gutter and sidewalks; streetlights; water treatment and distribution systems; storm drainage projects; parks and other civic facilities either City-wide or in other census data eligible areas of the City. The U.S. Department of Housing and Community Development (HUD) has determined that CDBG recipient jurisdictions utilizing contract engineering services shall solicit and contract for those services in three-year increments. Thus, the City of Kingsburg is issuing a Request for Qualifications / Request for Proposals (RFQ/RFP) for CDBG engineering services for Federal Fiscal Years 2019/20 through 2021/22. The City of Kingsburg is requesting a Statement of Qualifications and Proposals from engineering firms to perform the design, bidding, and construction review/inspection services required to complete the funded projects in conformance with CDBG requirements and subject to State and Federal regulations and law. The City intends to select one firm to provide contract services for a maximum period of three years. Services are to include identification of all necessary permits, surveying, testing, preparation of plans and specifications, descriptions of construction phasing plan, estimate of probable construction costs, preparation of bid documents, review of construction contract bids, recommendation for award, construction inspection and review, and construction administration. Statement of Qualifications and Proposals will be evaluation based on qualifications of the engineering firm and proposed compensation. Statements are to include: Firm name, contact person, address, telephone and fax numbers, and email address. Type of organization (individual, partnership, or corporations). Firm principals(s) who will be responsible for the contract, their education, credentials and experience. Present staff – number and classifications. List of relevant project experience in the past five years, including location and type of project. Provide the name and telephone number for a reference of each project listed. List any previous experience with the City. Indicate familiarity with CDBG funding procedures. Engineering services will be selected based on the following criteria, with associated weighting of consideration; weighted by 100 total points possible: Type and size of organization (5) Number and qualifications of staff assigned to the contract (40) Total staff of firm (10) Project history (15) Prior experience with City’s infrastructure and CDBG projects (15) Demonstrated familiarity with CDBG funding procedures and requirements (15) Compensation shall be negotiated after ranking of qualification statements. Negotiations will begin with the highest-ranking firm. DO NOT INCLUDE PROPOSED CHARGES, FEES, OR ANY OTHER FINANCIAL INFORMATION IN THE PROPOSAL. Inclusion of such information in the Proposal will result in immediate refusal of consideration. Respondents shall submit in a sealed envelope labeled, “PROPOSED CDBG FEES” a detailed listing of all costs and fees proposed for the services to be provided.
