    Description

    The County of Riverside Purchasing and Fleet Services, on behalf of Riverside University Health System (RUHS) – Public Health (PH), is soliciting quotations for a Community Health Worker (CHW) Curriculum Designer (CD) as detailed in this RFQ. Effective July 1, 2022, the California Department of Health Care Services (DHCS) added Community Health Worker (CHW) services as a covered benefit under the Medi-Cal program. CHWs are trusted members of the communities they serve and play a vital role in bridging gaps between residents and the healthcare system by facilitating access to care and fostering meaningful connections. According to DHCS All Plan Letter (APL) 22-016, CHW services are defined as “preventive health services delivered by a CHW to prevent disease, disability, and other health conditions or their progression.” In alignment with this directive, the County of Riverside has entered into agreements with Managed Care Plans (MCPs), including Inland Empire Health Plan (IEHP) and Molina Healthcare, to provide CHW services. To ensure CHW services are billable under Medi-Cal, CHWs must meet minimum qualifications, including completing a CHW training program and receiving a certificate of completion. As the CHW Hub seeks to expand its workforce to meet growing community needs, the current cost structure for obtaining a certificate of completion from external CHW training programs is not financially sustainable. Therefore, RUHS–PH intends to develop and implement a cost-effective CHW training curriculum to support the onboarding of new CHW hires in the County of Riverside.
