    Description

    The Middlesex County Office of Workforce and Career Development is soliciting proposals for the provision of Career Pathway Enabling Services (CPES) to support eligible individuals under the Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker, Youth programs, and Work First New Jersey (WFNJ) in achieving education, training, and employment outcomes. CPES providers will deliver contracted services in coordination with OWCD and the American Job Center (AJC) system, in alignment with Individual Employment Plans (IEPs) or Individual Service Strategies (ISS). Services are intended to reduce barriers to participation and support successful engagement through structured, skill-based interventions aligned with career pathway development.


    Services shall support outcomes consistent with WIOA Primary Indicators of Performance (20 CFR 677.155), including measurable skill gains, credential attainment, and employment outcomes. Funding may be provided through Workforce Innovation and Opportunity Act (WIOA), WorkFirst New Jersey (WFNJ), or a coordinated (braided) funding approach, in accordance with all applicable federal and State of New Jersey laws, including, but not limited to, regulations and guidance issued by the New Jersey Department of Labor and Workforce Development (NJDOL) and requirements related to cost allowability, allocability, reasonableness, and non-duplication of costs in accordance with 2 CFR Part 200 and NJDOL requirements, including strict cost allocation methodologies to ensure allowability, allocability, reasonableness, and non-duplication of costs across funding streams. Eligibility determination and enrollment decisions are responsibility of OWCD and / or its designated subrecipient(s), and CPES providers shall not determine eligibility. 


    Where WIOA Adult funding is utilized, services will align with federal priority of service requirements for individuals who are recipients of public assistance, low-income, or basic skills deficient.

      Innovation and Value-Added

      Any innovative approaches must align with all WIOA, WFNJ, NJDOL and federal requirements, including client documentation, reporting, and confidentiality protections.

      1. Innovative Service Delivery Approaches
        • Innovations must demonstrate added value beyond standard service models and cannot consist solely of existing or baseline program activities.
          • All proposed innovations must include a clear implementation framework within the One-Stop system, including coordination with WIOA/WFNJ case management, documentation processes, and alignment with existing service delivery infrastructure.

    • PERFORMANCE OUTCOMES (10 pts)
      1. Quantitative Performance Outcomes
        • Respondents must provide quantitative performance outcomes for three (3) most recent program years or most recent available period if fewer than three (3) years are available, including but not limited to: 
          • MSG rates aligned with recognized WIOA Measurable Skill Gains types (e.g., educational functioning level gains, credential progress, training milestones.

          • Transition to training/employment rates - Demonstrates success in transitioning clients to occupational training, employment, or advance education.
      2. Benchmark Alignment
        • Performance must meet or exceed WIOA State and Local negotiated performance levels. Proposals demonstrating performance below these benchmarks, without sufficient justification, may receive a reduced or non-competitive score unless sufficient justification and improvement strategies are provided.
      3. Documentation Requirements
        • Failure to provide complete, verifiable, and WIOA-aligned performance data may result in a reduced or deficient score for this section.
        • All reported outcomes must be supported by documentation, prior contracts, or performance reports.
      4. Data Integrity and Validation
        • Performance data must align with WIOA primary indicators of performance as defined under WIOA Sec. 116 (b)(2)(A) and 20 CFR 677.155, USDOL and NJDOL reporting guidance, and applicable federal data validation standards (including ETA 9170) and shall be subject to verification through monitoring, audit, or formal data validation review.
        • Respondents must ensure that all performance data collected and reported is sufficient to support entry into applicable State or contract-required case management systems.
        • All performance rates must include clearly defined numerators and denominators consistent with WIOA reporting methodology.
        • Where performance is reported across multiple funding streams (WIOA, WFNJ) respondents must demonstrate alignment between reported outcomes and cost allocation methodologies in accordance with 2 CFR Part 200 (Subpart E), ensuring no duplication of funding or services.
      5. Context and Scale
        • Client Progression and Completion: Shares evidence of clients progressing through services, remaining engaged, and completion in CPES activities.
        • Respondents must include total client counts and program scale to contextualize reported performance outcomes.
        • Respondents must demonstrate performance trends over time, including improvement or consistency across reporting periods.
        • Performance must be contextualized by target population characteristics, including barriers to employment, to ensure fair and accurate interpretation of outcomes.

      Performance must be disaggregated where applicable (e.g., by population served, barrier type, or service category and funding stream (WIOA vs. WFNJ) to support equitable analysis and compliance with federal reporting expectations.)

    • PROPOSED BUDGET QUALITY AND COST REASONABLENESS (15 pts)
      1. Respondents must submit a detailed line-item budget including personnel, fringe, operating, equipment, and indirect costs, with unit cost calculations and narrative justification of proposed expenses is allowable and reasonable. Computation provided.
      2. Respondents must provide a Federally Negotiated Indirect Cost Rate Agreement (NICRA), a State-approved rate, or elect the de minimis rate (10%) in accordance with 2 CFR 200.414.
      3. Any in-kind contribution must be properly valued, documented, and allowable in accordance with 2 CFR 200.306.
      4. Respondents must demonstrate internal controls and fiscal oversight processes to prevent disallowed costs and ensure compliance with federal and State requirements.
      5. Proposed adequately addresses indirect, overhead and allocated costs, program income, match (if applicable), program income (if applicable), and cost sharing arrangements in costs, purchasing, audit and invoice requirements.

      10. All procurement and purchasing activities must comply with 2 CFR 200.318-200.326 and applicable State and County procurement requirements. 
      11. Budget must align with proposed program design, staffing structure, and service delivery model, ensuring costs are necessary and directly tied to achieving proposed outcomes.
