    • Technical Requirements (30 pts)
      1. Does the vendor’s proposal demonstrate a clear understanding of the scope of work and related objectives?
      2. Is the proposal complete and responsive to the County’s specific requirements?
      3. Has past performance and experience of the vendor’s proposed methodology been documented?
      4. Are letters of support provided?
      5. Is a workflow provided?
      6. Are the described technology and techniques innovative and current?
      7. Are insurance, warranties, or guarantees provided?
      8. Are licenses, registrations wot Federal & State authorities applicable to pharmacy services been provided?
    • Experience and Qualifications (25 pts)
      1. Has past performance and experience of the vendor’s proposed methodology been documented?
      2. Proposer provided proof of at least five (5) years’ experience providing pharmacy services for Correctional Facilities similar in size (800 plus beds)
      3. Has a list of current contracts of similar size to Middlesex County?
      4. Have resumes been provided for all applicable personnel?
    • Management Criteria (5 pts)
      1. Is there a management plan provided that meets the County’s needs?
      2. To what extent does the vendor rely on in- house resources vs. contracted resources?
      3. Do the proposed managers, who would be responsible for the contract,  have previous experience in similar positions within a correctional facility?
      4. Does the proposer have sufficient financial resources to meet its obligations according to the proposal?
    • Litigation History (10 pts)
      1. Does the proposal include a list of any past or current proceedings by federal or state regulatory agencies?
      2. Does the proposal include a list of any material judgments, arbitrations, investigations or claims threatened against or affecting the business, its financial condition or its assets which may alter the terms and conditions of its proposal to the County?
    • Cost (30 pts)
      1. Relative cost: How does the cost compare to other similarly scored proposals?
      2. Full explanation: Is the price and its component charges, fees, etc., adequately explained or documented?
      3. Reasonableness and completeness of proposed budget.
