Due to the sensitive nature of correctional facility design, security features, and operational considerations, Montgomery County requires Proposers to execute a Non‑Disclosure Agreement (NDA) in order to access detailed plans and supplemental information related to the Behavioral Health Unit.
This NDA is a Montgomery County document and must be accepted as written. The NDA is non‑negotiable, and Proposers may not submit revisions or alternate versions.
Upon receipt of the NDA, MCSO will provide an overview of the planned space, including relevant layout and functional information, sufficient to support proposal development and operational planning for correctional health care services.

The narrative must be accompanied by a staffing matrix identifying provider coverage by shift type and schedule, as well as a corresponding pricing table showing costs by position and total Provider Services program cost.
Nursing / Other Clinical Staffing Plan:
Provide a fully detailed narrative of your proposed Nursing and Other Clinical Staffing Plan, including position titles, credentials, number of positions, and coverage levels. Include a staffing matrix detailing shift structure (e.g., 8‑hour vs. 12‑hour shifts), days and hours of coverage, and how staffing levels ensure compliance with the scope of services, along with a clear pricing matrix showing costs by role and total program cost.
Proposed Mental Health Services Staffing Plan:
Provide a fully detailed narrative of your proposed Mental Health Services Staffing Plan, including position titles, licensure, number of positions, and service coverage. Include a staffing matrix that identifies shift assignments, coverage hours, and staffing ratios, as applicable to the scope of services, and a visual pricing summary by position and by program.
Medication Assisted Treatment (MAT) Program:
Provide a detailed narrative describing the proposed Medication Assisted Treatment (MAT) program, including a complete staffing plan with position titles, number of positions, roles, and program oversight. A staffing matrix must be included that outlines shift coverage, hours of operation, and clinical support structure, along with a pricing table clearly identifying staffing costs and total MAT program cost.
Clerical Staff:
Identify all proposed clerical and administrative positions, describing the services each position will provide, the number of positions, applicable shift schedules, and the individual annual cost associated with each clerical role. Costs must be presented in a clear, visual format.
Ancillary Services / Supplies / Equipment:

Pharmacy Services:
