The primary objective of this engagement is to provide the City with an objective, data-driven recommendation on the most appropriate ERP strategy moving forward: (1) Retain and Optimize the current system, or (2) Replace the current system with a modern solution. Background The City currently utilizes the Springbrook ERP platform, specifically Springbrook Enterprise (v7) and Springbrook Cirrus. The primary modules currently in scope for assessment, due to heavy usage or desire for optimization, include Accounts Payable (AP), Accounts Receivable (AR), Asset Management (Mobile MMS), Extended Budgeting, Utility Billing, Business Licenses (Licenses and Permits), Building Permits, Bank Reconciliation, Human Resources, Project Management (within Finance), Purchasing/Purchase Orders (PO), and Payroll. Note that the City currently utilizes limited functionality within the Human Resources (HR) module, but expanding usage should be an area of focus for the assessment. It is critical to note that the City's current operational workflows are based in the legacy Springbrook Enterprise application. A key focus of this assessment must be determining the feasibility, functional gap analysis, and effort required to fully transition all required processes and data to the newer Springbrook Cirrus platform, which the City recognizes as the vendor's long-term strategic direction. A recent needs assessment identified several key challenges with the current system that the City expects the Consultant to investigate.
