    BACKGROUND The mission of the New York State Office of Addiction Services and Supports (OASAS) is to provide, support, and oversee a data-driven continuum of addiction services delivered with equity, dignity, compassion, and respect. OASAS certifies and monitors a network of prevention, treatment and recovery providers to ensure the approximately 1,700 programs operate in strict compliance with New York State regulations. OASAS supports 57 Local Governmental Units (LGUs) across New York State in planning for addiction, mental health, and developmental disability services. Tompkins County Whole Health and the Tompkins County Community Services Board jointly plan and develop services for residents of Tompkins County in the areas of mental health, developmental disabilities, and chemical dependency by providing prevention and early detection, comprehensively planned care, treatment, and rehabilitation services. This includes the administration of funding from OASAS for prevention and treatment services related to substance use. OASAS has requested that Tompkins County Whole Health issue a Request for Proposals (RFP) for a Comprehensive Integrated Outpatient Treatment Program to provide treatment and services to people with substance use disorders and their families. PURPOSE OF REQUEST Tompkins County is seeking proposals from OASAS Certified agencies for the staffing and operation of a Comprehensive Integrated Outpatient Treatment Program. This RFP is being issued in the total annual amount of $185,000 for 2025, with renewal subject to compliance with OASAS and Tompkins County reporting requirements and program performance reviews.
