Introduction This Request for Proposal (RFP) is issued by the State University of New York (hereinafter referred to as “SUNY”) to solicit proposals from experienced and qualified vendors (hereafter referred to as “Bidders”) for a “Comprehensive Online Education Initiative Consultant Services for Scope of Programs from Microcredential to Master’s Degree” (hereafter referred to as “COEI”) consulting and implementation solution. The results of this RFP will be used to award a five-year contract, with the option to renew for one additional five-year term, to the Bidder determined to be most qualified. SUNY System Administration (“SUNY System Admin”) wishes to procure the services of a higher education consulting firm qualified to provide a wide range of services to SUNY campuses to support developing new, and enhancing existing, online degree and certificate programs in high-demand fields. This scope of degrees includes microcredentials, certificates, associate’s, bachelor’s and master’s degrees. SUNY System Administration intends to make one award as a result of this solicitation. The awarded contract may be used by SUNY System Administration and all SUNY campuses, including SUNY Community Colleges, (see Exhibit C: SUNY Campuses). SUNY System Administration and its campuses may request services on an as-needed basis, however nothing in this RFP shall alter the role between SUNY System and campuses regarding control of academic decisions. These include admissions, program development, program delivery (instruction), assessment of courses and program learning outcomes, and decisions on whether, where, when and how to offer programs.?Across this full range of services, SUNY is committed to our shared governance principles. Labor market research and competitive analysis. Program positioning and marketing strategy. Financial modeling and resource allocation. Student Journey Advertising and recruitment. Retention and student success. Learning and Instructional Design Program development and course design models. Faculty professional development. Instructional design support. Implementation Support Project management. Change management. Stakeholder engagement. Personnel resources. Quality assurance services.
