    Description

    Brickyard Road Drainage Improvements

    The Brickyard Road Drainage Improvement Project consists of replacing an existing 36” culvert pipe beneath Brickyard Road near Barth Rd that was damaged during Hurricane Sally. The new culvert pipe will be extended from its original footprint and outfall beneath adjacent CSX Railroad right of way. Work includes, but is not limited to, reconstructing the roadway above the pipe, armoring the adjacent roadway shoulders, and installing a new headwall and rip rap at the outfall.

    Monroe Avenue Drainage Improvements

    The Monroe Avenue Drainage Improvement Project consists of the repair and re-stabilization of 500 LF of damaged articulated block ditch with additional roadside ditch re-grading and culvert replacement across Monroe Avenue between Woodland Street and Well Line Road.

    Scope of work includes preparing the surface along the area of articulated block for installation of a Concrete Canvas overlay with sandbag ditch blocks. Additional existing damaged concrete ditch will be removed, re-graded and re-paved. The ditch front slopes will be re-graded to meet minimum clear zone requirements with appropriate permanent erosion control measures.

    The existing double 36” arch pipe culvert will be open cut, removed and replaced with a cast-in-place box culvert and new straight end walls. Roadway reconstruction, milling and resurfacing of adjacent pavement with curb and gutter installation will be required.

    Oakfield / Palafox Area Drainage Improvements

    The Oakfield / Palafox Area Drainage Improvement project consists of improving the existing drainage infrastructure along N Palafox St, Majors Rd, Hancock Ln, Pacific St, W Oakfield Rd, Kenmore Rd, Travis St, and W Pinestead Rd.

    Background

    The Scope of Work for these projects is to provide construction engineering, inspection, and project management services on the Brickyard Road, Monroe Avenue, and Oakfield / Palafox Area Drainage Improvement projects.  This document gives the Consultant the same responsibility and authority as Escambia County when administering these County construction project contracts.

    The administration of the Brickyard Road, Monroe Avenue, and Oakfield / Palafox Area Drainage Improvement projects will be conducted by the Consultant in full cooperation with Escambia County.  Escambia County will have the final word in regard to challenges of Consultant authority by the contractor or decisions made by the Consultant regarding the work. The ultimate goal of Escambia County and the Consultant should be to administer each contract in a highly professional manner, conducive to a cooperative relationship between the Consultant, Contractors, and Escambia County, and to complete the work on budget and on time with minimum inconvenience and maximum safety for the public.

    Q (No subject): Will all of these projects have separate lettings?

    A: Yes, they all will have separate lettings. The Oakfield / Palafox project could possibly could be bid as two separate phases and have two separate contractors as it may be difficult to spend $10.4 Million worth of grant funds by the grant deadline of June 2027.


    Q (No subject): Will more than one consultant be selected to provide CEI services?

    A: No, this is an "all or none" award.


    Q (No subject): Are letting dates and/or construction durations available for any of the projects?

    A: All three projects are expected anticipated bid in May 2026, with construction expected to begin on all three in September 2026. Brickyard and Monroe Ave will take approximately 5-6 months to complete. Oakfield / Palafox will take approximately 8-9 months to complete.
