    South Coast Water District (District) invites qualified firms to submit Statements ofQualifications (SOQs) to provide Construction Management and Inspection (CM&I)Services for the Doheny Ocean Desalination Project (“Project”).The District is advancing the Project through a Progressive Design-Build-Operate-Maintain (PDBOM) delivery model. Construction is anticipated to begin followingcompletion of approximately 60% design, with an anticipated Notice to Proceed issued on November 1, 2026. The District seeks an experienced Owner's RepresentativeConstruction Management Consultant to provide construction management, inspection, project controls, commissioning oversight, contract administration, and technical support during construction, commissioning, and initial operations of the Doheny Ocean Desalination Project.This RFQ invites Respondents to submit SOQs describing in detail their technical and qualifications to perform the Contract Services.This procurement is conducted in accordance with California Government Code §4526 et seq. (Qualifications-Based Selection for architectural and engineering services).By utilizing a PDBOM project delivery approach, the District expects to securesubstantial public benefits. These benefits include having a single point of Projectaccountability; optimal risk allocation; cost savings; collaborative design development; incentives and enforcement capacity for high performance and efficiency gain; expedited project design and construction scheduling; lower life-cycle costs; and predictable long- term operation and maintenance costs. The District’s intent in developing this RFQ is to select the most qualified firm, for the Project in accordance with the requirements of this RFQ.
