This is a Qualifications-Based Selection procurement conducted in accordance with 49 U.S.C. § 5325(b) and the Brooks Act, RCW 39.80. The Project is funded in whole or in part with Federal Transit Administration grant funds, and all applicable federal, state, and local requirements apply. Price shall not be considered as an evaluation factor.
SOQs are due by May 12, 2026, at 10:00 AM PDT. A non-mandatory virtual pre-submittal conference will be held on April 23, 2026, at 10:00 AM PDT. All questions must be submitted in writing through the Beacon Bid solicitation portal.
