Q (Clarification on Section 5.1. Scope of Work): Regarding RFSOQ Section 5.1 (Scope of Work), is the scope of work inclusive of ALL the outlined projects (CC Section II Phase 2, CC Section IV, JP Section 1&6, AND RC/CC Electrical Buildings) or can the respondent choose to submit only on a selected few projects from that list?
A: Firms are allowed to propose services on either one, two, three, or all four projects. TRWD does not intend to select a program-wide construction management team for these projects.
Q (No subject): Since proposers may submit on multiple projects under this RFQ, can TRWD confirm whether Item 8, Section 3 requires three (3) reference projects total, regardless of the number of projects we're submitting on?
A: Firms must submit three reference projects regardless of the total number of projects proposed. Additional references are permitted if required to demonstrate the firm’s overall experience.
Q (No subject): Regarding section 5.1 of this RFQ, it states that the maximum allowable multiplier on raw salary is 2.85. With various companies operating their overhead uniquely, will TRWD entertain the industry practice of using the FAR audited overhead (OH) rate plus a set profit percentage to calculate the multiplier? Many DOT’s do this practice to appropriately cover the government audited OH rate of each company and only paying a set profit percentage. Texas, Kansas, Oklahoma, and Arkansas Departments of Transportation are relative practices to compare to. This would provide an equitable transparent payment for all consultants respective to their overhead.
A: No, TRWD will not be using the FAR audited overhead rate plus a set profit percentage to calculate the raw salary multiplier.

Q (Clarification on Section 5.1 Scope of Work): Scope states: "Owner will contract directly with companies who provide construction material testing and specialized inspection of pipe, valves, and welds." Can you please confirm that construction material testing services, including field testing, are not expected to be performed under this contract?
A: TRWD will provide material testing through a separate contract already in place. These services include field testing and inspection for certified welds, soil compaction, and concrete/HMAC. Other services already under contract include pipe plant manufacturing welding audits and lining/coating application testing.
Q (Form 1295 ): Should confirmation of submitting Form 1295 on the TX Ethics website go behind the Conflict of Interest Questionnaire?

Q (Staff Roles): Section 5.2 (TRWD Staff and Roles on Project) identifies TRWD Project Managers, Construction Managers, and Others for the listed projects. Specifically, will TRWD Construction Managers be integrated into the Construction Management firm’s team to provide overall construction management for these projects, or will they be supplementing and supporting the construction management services provided by the firm selected under this RFQ?
A: TRWD Construction Managers are not intended to be integrated into the Construction Management firm’s project team. TRWD Construction Managers will be providing owner-level oversight, coordination with internal TRWD departments, and ensuring compliance with TRWD policies.
