    The purpose of this Request for Qualifications (RFQ) is to contract with a single qualified firm to provide Construction Manager At Risk construction services for design support preconstruction and possible construction of the Highland High School project identified within the RFQ.  All work will be funded using other District funds, not bonds or adjacent ways

    Gilbert Public Schools District Office is in the Town of Gilbert, which is a suburb of the greater Phoenix-Mesa area in the state of Arizona and Maricopa County. Gilbert Public Schools is comprised of five (5) comprehensive high schools, five (5) comprehensive junior high schools, twenty-six (25) comprehensive elementary schools, one (1) alternative learning high school, and three (3) non-traditional academies servicing approximately 29,500 students and about 4,000 full-time and part-time employees. The District operates from July 1st to June 30th fiscal year.

    Evaluation Criteria

    • Understanding of the Proposed Project and Method of Approach (300 pts)
      1. The overall method of approach described by the offeror in how they would implement and execute a CMAR contract in Gilbert Public Schools based on the project identified. 
      2. The detail and thoroughness of the plan evaluated from pre-construction services, establishment of GMP, execution of work, and warranty support.
      3. The detail and thoroughness of the plan evaluated from the construction approach on an occupied campus to maintain school operations.
      4. Ability of firm to comply with anticipated schedule of activities related to this project and the firm’s current workload shall be considered. 
      5. The contractor’s safety plans will be considered under this category.
      6. The sub-contractor selection plan offered by the firms will be considered as well.

       

    • Qualifications and Experience of Assigned Personnel (275 pts)
      1. The overall qualifications and experience of key personnel assigned to perform construction services. 
      2. The training, education and certification background of personnel shall be reviewed. 
      3. Tenure of the proposed personnel with submitting firm.  Please provide organizational chart of the team selected for the appropriate project scope.
      4. The specific experience of the proposed team in actually using the CM@Risk alternative delivery method. 
      5. The alternative delivery method skills of team shall be considered including estimating, value engineering, performing constructability reviews, establishing GMP's, and managing construction activities as the GC representative.

       

    • Experience and Capabilities of Firm (250 pts)
      1. The ability of the firm to demonstrate a level of competence in successfully completing similar CMAR educational based projects as defined within the project scope section. 
      2. The five most recent representative examples of similar work and these projects’ references shall be considered under this category. 
      3. Ability of firm to complete projects in accordance with contract requirements and present minimal cost growth over course of construction.
      4. The number of years in operation, knowledge of Arizona construction market, and reputation to attract quality sub-contractors shall be considered. 
      5. The ability of the offeror to communicate a sense of confidence and competence in operating within this alternative delivery environment. 
    • Organizational Strength (150 pts)
      1. The financial condition of the offeror shall be reviewed to ensure long term viability. 
      2. The safety record and worker’s compensation rate of the offeror shall be considered. 
      3. Current bonding availability and capacity shall be reviewed along with ability to provide necessary insurance requirements. 
      4. Also to be considered will be:
        • any judgment or liens against the firm within the last three years; any current unresolved bond claims against the firm;
        • any deficiency orders issued against the prime contractor by the Arizona Registrar of Contractors within the last three years; and
        • any filing under the United States Bankruptcy Code, assignments for the benefit of creditors, or other measures taken for the protection against creditors during the last three years.

       

    • Responsiveness (25 pts)
      1. The ability of the firm to provide all information required at time of the RFQ submittal.
      2. The submission of materials in the format requested as outlined in the REQUIRED INFORMATION section.
    • Interview (if necessary) (200 pts)

      If the committee determines to interview, this criterion shall only be applied to those firms who make the interview short-list phase and will be used to establish the final short-list ranking.  At this point, each vendor’s score will be set to zero.  Under this criterion, the committee will consider:

      1. The overall impression made by the submitting firm regarding their ability to successfully deliver specified project.
      2. The ability of candidates to present creative solutions to the current material shortage and escalating cost environment of the construction industry. 
      3. The ability of the firm to present a "team" profile that will be conducive to project success. 
      4. Reference checks will also be factored into this phase of the evaluation. 
      5. The ability of firm to agree to all terms and conditions represented in District contract between Owner and CMAR.

    • ASBESTOS AND HAZARDOUS MATERIAL STATEMENT

      ATTENTION: Architects, Engineers, Consultants, Contractors, Sub- contractors, Craftsmen and Vendors. The following information is extremely important and must be adhered to without exception:

      Asbestos Contained Building Materials (ACBM) will not be used on any project within the Gilbert Public Schools. ACBM is defined as any building material having an asbestos content of 1% or more. Typical examples of materials that may contain asbestos and therefore would be considered ACBM are: vinyl asbestos tile, certain forms of adhesive used to hold vinyl tile, certain forms of adhesive used to hold cove base molding, some thermal insulation, and transite paneling. The above list is not complete but merely represents some of the material more commonly found on job sites that are ACBM. As per EPA guidelines, some roofing material used on the exterior of the buildings may be considered ACBM. Address any questions concerning asbestos to Barbie Wells at (480) 497-3386.

      Solder and paint with any amount of lead is no longer authorized, and will not be used in any District projects.

      HOLD HARMLESS: Interface of work under this contract with work containing asbestos shall be executed by the contractor at risk and discretion with full knowledge of the currently accepted standards, hazards, risks and liabilities associated with asbestos work and asbestos containing products. By execution of this contract, the contractor acknowledges the above and agrees to hold harmless the owner, employees and agents and assigns for all asbestos liability which may be associated with respect to the above-mentioned standards, hazards, risks and liabilities.
