    The Wyoming State Construction Department, Procurement Section, on behalf of the Wyoming Department of Corrections, Wyoming Honor Conservation Camp (WHCC) (Procuring Agency) will be accepting Statements of Qualifications (SOQs) until 1:00 p.m. MT on June 11, 2026, through the Public Purchase online bidding system from qualified Construction Managers at Risk (CMAR) for WHCC HVAC/Electrical Upgrades and Reroof at Wyoming Honor Conservation Camp in Newcastle, WY. Project Description: The Agency is undertaking a MEP improvement and reroofing project at the Wyoming Honor Conservation Camp in Newcastle, Wyoming, Programming Building, which supports a range of facility functions including medical, educational, and recreational uses. The project includes reroofing and comprehensive upgrades to aging HVAC and electrical systems at the Programming Building that are beyond their useful life and are experiencing performance and reliability deficiencies. These improvements are intended to enhance indoor environmental quality, energy efficiency, and overall system reliability, while addressing critical ventilation, heating, and cooling needs within the facility. The work will require careful coordination to maintain continuous operations within an occupied correctional environment. The selected CMAR will play a key role in project phasing, constructability review, and cost management to support successful delivery.
