1. Step One of the solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type. Respondents will be evaluated on experience and qualifications, as detailed in Section V, Submission Requirements. Only the highest ranked 5 or fewer Respondents will be shortlisted based on this evaluation and invited to participate in interviews. Based on the interviews, the short-listed firms may beinvited to participate in Step Two.B. Step Two of the solicitation will include the short-listed firms participating in interviews. The short-listed firms participating in the interviews may be requested to submit pricing information related to indirect construction costs as detailed in Section V, Submission Requirements.2. COST OF WORK: Respondents to the RFQ should consider the “Cost of Work” as Twenty-four Million Four Hundred Seventy-five Thousand dollars ($24,475,000), not including any Pre-construction Management fees, Construction Management fees, and Construction General Conditions.3. CONTRACT TERM: Construction is required to commence within fifteen(15) calendar days after the Notice to Proceed for Construction is issued. For planning purposes, the pre-construction time period is estimated to be One-hundred Eighty (180) calendar days. The construction contract period is projected for a term of four hundred sixty (460) for a total contract term of six hundred forty (640) calendar days except as may be otherwise amended or negotiated.PROJECT DESCRIPTION: The project encompasses a comprehensive upgrade of the existing Central Utility Plant (CUP) and associated infrastructure at the Texas School for the Deaf (TSD) campus. The CUP provides chilled and heating water thermal utilities to twenty buildings, including educational facilities, dormitories, administrative offices, gyms, and the campus auditorium.Due to increasing thermal loads from past and planned campus expansions, the CUP and related systems have reached maximum operational capacity.The proposed improvements are essential to ensuring adequate capacity, system reliability, and energy efficiency to support current and future campus needs.Central Utility Plant (CUP) UpgradesIncrease chilled water capacity from 1,600 tons to 3,000 tonsIncrease heating water system input capacity from 18,000 MBH to 30,000 MBHUpgrade plant ventilation and conditioning systems to support higher performance and system longevityReplacement of aging mechanical components nearing or beyond their service life (original 1994 installations)Site Distribution Piping ImprovementsReplace select sections of existing piping, especially near the CUP, with larger diameter piping to accommodate growing cooling demandReinsulate piping within utility trenches where deterioration is observed, per Texas Facilities Commission reportsImprove distribution efficiency to reduce thermal losses and maintenance costsBuilding Pump System UpgradesReplace outdated building pumps with modern, high-efficiency variable speed systemsIntegrate control sequences compatible with the upgraded CUP systemsReconfigure outdated piping and valve arrangements to improve flow distribution and achieve proper ΔT (temperature differential) across the networkAncillary Work and System OptimizationEvaluate and rebalance exhaust and outside airflows to enhance building ventilation and energy efficiencyRevise control sequences to reduce unnecessary cooling/heating loads from over-ventilation and outdated automation logicConduct comprehensive system commissioning and testing to verify proper operation and integration across all connected buildings1. ASBESTOS ABATEMENT: For the consideration of this RFQ, TFC is assessing any known asbestos materials in the existing facility to be abated prior to demolition and construction. Any asbestos abatement of the building is to be considered outside of the construction contract and budget of this RFQ. Any required abatement will be either negotiated with the CMR awarded the contract or addressed by TFC separately.THIRD PARTY TESTING: TFC shall provide or contract with third party for Testing and Balancing Services, RAS Review, Commissioning from a Commissioning Authority (CxA), Building Enclosure Commissioning (BECx), and Construction Materials Testing1. Pre-registration is required to participate in the teleconference. Respondents must have an employee of their firm attend at least one (1) of the two (2) pre-submittal conferences. TFC shall reject qualifications submitted by firms that did not attend one of the mandatory pre-submittal conferences.
