    Description

    Lakeland Electric, a division of the City of Lakeland, is requesting sealed statements of interest and qualifications from licensed state certified and qualified general contractor Construction Manager at Risk (CMAR) firms to furnish all work, necessary permits, and construction supervision for the construction of the McIntosh Power Plant Unit 5 Administration Building Addition, per terms, conditions, and specifications contained herein. Upon the completion of the review process, Lakeland Electric intends to enter into direct negotiations with the most qualified respondent, resulting in a single contract award.

    Background

    Lakeland Electric, a division of the City of Lakend, is requesting sealed statements of interest and qualifications from licensed and qualified contractors to provide construction management services with Guaranteed Maximum Price for the construction of the McIntosh Power Plant Unit 5 Administration Building Addition. The project involves the construction of a two-story administrative office building addition and modification to existing building for second floor egress, including all necessary site work and building construction of the facility. The selected company will manage all aspects of the construction process, ensure quality workmanship, adhere to safety regulations, and deliver the project on time and within budget.

    The project will be at McIntosh Power plant, adjacent to the existing Unit 5 Administration Building, located at 3400 East Lake Parker Drive, Lakeland, Florida.

    The proposed two-story addition will be constructed on the south side of the existing Unit 5 Administration Building and will provide approximately 11,100 square feet of new office, conference, and support space across two floors. The first floor will serve existing staff with 19 private offices, a large conference room, collaboration space, chemistry laboratory, kitchen, mechanical / electrical room, and restrooms. The second floor will accommodate future growth with additional offices, conference room, break room, backup control room, mechanical / electrical room, and restrooms. The floors will be connected by an interior stairwell, and the second floor will connect to the existing building via an elevated breezeway which will require some modification to the existing building as required to make this connection. 

    Minimum Project Requirements:

    • All construction work must be executed during regular business hours, Monday through Friday, unless otherwise approved by the City of Lakeland.
    • The construction management firm must have at least ten (10) years of experience in managing similar public safety projects/buildings.
    • All construction work must comply with the Florida Building Code (FBC), International Fire Code (IFC), National Fire Protection Association (NFPA) standards, and any other relevant local, state, and federal codes and regulations.

      THIS RFQ SHALL BE VALID FOR SIXTY (60) DAYS FROM DATE OF OPENING.

      The following RFQ is in strict accordance with the City of Lakeland Request for Qualifications No. 2026-RFQ-050, dated Friday, May 22, 2026 and all attachments as referenced therein.

      “I hereby certify that I understand and am aware that the City of Lakeland at its sole discretion reserves the right to waive technicalities or irregularities, to reject any or all qualifications, and/or to accept that submittal which is in the best interest of the City. The award of this RFQ, if made, may be based on considerations other than total cost and may be awarded based on various considerations, including without limitation; Respondent’s experience and/or qualifications, past experience, administrative cost, standardization, technical evaluation and oral and/or written presentations as required. The City reserves the right to accept all or part, or to decline the whole, and to award this RFQ to one (1) or more Respondents. There is no obligation to buy. The RFQ, if awarded, will be in the judgement of the City the most responsive to the City’s needs. The City of Lakeland encourages the use of minority and women owned businesses as subcontractors or in joint venture arrangements.

      If claiming Local Vendor Preference, I certify that the company satisfies each of the following criteria at the time of their submission of a response to the solicitation necessary to qualify as a “Local Business”: a vendor, supplier or contractor that: (i) conducts business within the jurisdictional limits of Lakeland Electric’s service territory by providing goods, services or construction; (ii) maintains a physical business location within the jurisdictional limits of Lakeland Electric’s service territory in an area legally zoned for conducting such business; (iii) conducts business on a daily basis from the local business location; (iv) has conducted business from such location for at least twelve (12) consecutive months prior to the due date for the applicable bid or proposal; and (v) provides a copy of its local business tax receipt, if located within the City of Lakeland, or a copy of its Polk County local business tax receipt, if located outside of the City limits but within Lakeland Electric’s service territory.”
