SMUD is seeking highly qualified and experienced professional firm(s) to assist SMUD with Construction Project Management services for four years, on a variety of Facilities projects. Project types may include new construction, expansion, renovation, or replacement project for an existing facility or facilities of SMUD. The work under this service will be assigned on an as needed basis and be priced at an hourly rate.The Project Management Contractor (PM Contractor) shall assist in and be responsible for the oversight, administration, and management of projects. This Scope of Services outlines the responsibilities, activities, and deliverables that will be assigned to the PM Contractor.At a minimum, the PM Contractor shall provide Project Management Services for the duration of the Contract, including all resources necessary to perform Project Management services such as estimation, scheduling and project control. If Contractor determines that specific tasks require that services be provided on-site at a SMUD facility, and SMUD will negotiate with Contractor about providing office space, typical office supplies, and computers for PM Contractor staff involved with project activities on an as-needed basis.All assigned Project Managers must hold a Project Manager Certification, either from the Project Management Institute (PMI), Construction Management Association of America (CMAA), or the Contractor’s own equivalent Project Manager Certification program.a. The PM Contractor will be responsible for providing qualified Project Management personnel to perform the contracted work. The PM Contractor will be required, but not limited, to delivering the following project management services for each project.b. Consult SMUD regarding planning, coordination, and implementation of Projects as described in the scope of services by the Facility Management Supervisor and shall perform its duties hereunder in a diligent and careful manner with the quality of such services equal to the standards of professional project management practices.c. Develop a project plan for each project that includes risk, cost estimates, scope of work, and schedule.d. Management of awarded contracts that are part of the awarded project.e. Develop and provide communications, meetings, documentation, and status reports. Conduct regular meetings with all designers and contractors wherein the status as to plan, issues, and actions are reviewed. An overall project status report shall be provided weekly and/or monthly.f. Use standard project management methodologies as outlined in the Project Management Body of Knowledge (PMBOK).g. Brief SMUD management as necessary to communicate project(s) status, identify issues and risks, and organize support for resolution.h. Develop, monitor, and update cash flow projections for the life of each project.i. Manage changes to project scopes, schedules, and costs with management approval.j. Provide management oversight to ensure the planning, design and construction activities are performed to the terms and conditions of the SMUD contracts and that the completed work is consistent with the contract statements of work, the baseline schedules and budgets.k. Assist and manage the procurement of agencies approvals (zoning, building permit, federal and state permits, etc.).l. Develop realistic and complete cost estimates on an on-going basis. Cost estimates to include schematic, design development, and construction document estimates. Additional estimating support should be anticipated to provide budget estimates in support of change management.m. Perform budget reviews including earned value reporting throughout the project.n. Scheduling development and review of project progress.o. Submittal management and review for all projects.p. Constructability review for all projects.q. Risk management of the project and costs.r.
