    The purpose of this Request for Proposal (RFP) by the City of Harrisonburg, Virginia (City) is to solicit sealed proposals from interested Consulting Firms (Offeror) to provide consultant services for the Harrisonburg Transportation Safety Action Plan project.The planning project will complete the City’s first Transportation Safety Action Plan, alongside three supplemental planning activities. The Transportation Safety Action Plan will build off existing structures,analyses, and engagement, expanding data-driven efforts and goal setting while increasing the extent to which safety is incorporated into policies and processes. The three supplemental planning activities are essentialcomponents of the effort and involve updating the City’s Bicycle and Pedestrian Plan, creating a Safe Routes to School Plan, and creating a Complete Street Design Guide. The Action Plan, and the three supplemental efforts, will establish goals and provide clear next steps for actions to be taken by the City, other governmental agencies, and private entities such as developers, to work toward safe transportation options for people using all travel modes in the city.This solicitation is being issued as a competitive negotiation for professional services, in accordance with Virginia Code 2.2-4302.2 A.4.
