    The City of Richmond (“City”) is seeking proposals from qualified firms or individuals (“Consultant”) to provide professional services to assist the City in developing a transition and implementation work plan, including timeline, costs, and staffing and program structure, including position job descriptions, for transitioning its Residential Rental Inspection Program workload from contracted consultant services to in-house City staff doing the program administration and inspections.The selected Consultant will work closely with City staff to define program needs and structure, identify staffing requirements, including job descriptions and salary schedules, prepare a phased transition plan with timeline and milestones, and an estimated budget for program operations, including staff training and technology needs. The consultant will also assist the City in developing a proposed fee structure for covered units to make the program fully cost recovery, including enforcement related activities to ensure units are compliant.
