San Mateo County Health (SMC Health) seeks competitive quotes from local community based non-profit organizations serving as trusted messenger organizations in the County of San Mateo. Organizations who are trusted messengers have experience being a liaison between Community and the County of San Mateo. We are seeking partnership with three (3) trusted messenger organizations to provide expertise in engaging the community for the upcoming Community Health Assessment (CHA). The CHA is a process that brings together a wide array of community health and quality of life indicators for San Mateo County residents that are gathered from both primary and secondary data sources. The CHA allows community and SMC Health to identify and prioritize the health needs of those who live, work, and play in the County of San Mateo. The contractor will support in planning and implementation of strategies to engage residents of the County of San Mateo around the next CHA, which is scheduled to conclude in December 2028. Planning will begin upon execution of the contract, with surveys, key informant interviews, community information sessions, and data analysis planned in 2027 – 2028.
California Department of Public Health identifies the following priority populations:
a. Describe your agency’s relevant history, mission, programs, services, and/or experience delivering specific services/projects indicated in the RFP.
b. Describe three relevant experiences/projects working as a trusted messenger between community members and local systems in San Mateo County. Preference will be given to organizations that can demonstrate experiences facilitating community-led projects with tangible outcomes/impacts (often called Community Power Building Organizations).
Describe how your agency will ensure cultural competence. This may include culturally relevant service features, materials, and staffing objectives that reflect the cultural and linguistic diversity of San Mateo County.
Draft a detailed Project Plan to implement the Scope of Work, in alignment with the requirements of this RFP.
a. Describe the prior experience of staff assigned to this project and their capacity to complete the required scope of work.
b. Indicate collaborations/partnerships required to complete the scope of work (if applicable).
a. Proposers shall also provide an estimated allocation of costs across the proposed project deliverables. Budget allocations are for evaluation and contract negotiation purposes only and do not establish payment amounts.
b. The County anticipates executing a deliverable-based agreement. Payments under the resulting contract will be tied to completion and acceptance of deliverables rather than reimbursement of actual hours worked.
Where price is not the sole evaluation factor for a solicitation (e.g., in the case of a "best-value" solicitation), five percent (5%) of the total evaluation points otherwise awardable will be added to the proposal score for each Local Business or Local Non-Profit score for evaluation purposes. In the event of a tie between a Local Business or Local Non-Profit and another bidder, the Local Business or Non-Profit shall be awarded the Contract, assuming agreement on other contract terms.
An additional three percent (3%) preference shall be given to a Local Business or Local Non-profit (for a total of eight percent (8%) of total points otherwise awardable) if the proposer is a Small Business or Small Non-Profit, or an additional 5 percent preference (for a total of ten percent (10%) of total points otherwise awardable) if the proposer is a Micro Business or Micro Non-Profit.
Proposers must provide sufficient detail in the Statement of Minimum Qualifications section of their proposal to clearly demonstrate and substantiate compliance with each minimum qualification.
Failure to provide sufficient information to demonstrate that the minimum qualifications are met may result in the proposal being deemed non-responsive.
