    PURPOSE OF PROPOSAL: North Idaho College (NIC) is soliciting proposals from qualified multidisciplinary planning and design teams to prepare a Campus Master Plan, The Master Plan provides a vision for a comprehensive, implementable roadmap to guide campus development, capital investment, and infrastructure planning over a 10–20 year horizon. NIC seeks a planning partner who can provide strategic leadership, technical expertise, and collaborative engagement to align physical development with institutional mission, enrollment trends, student success priorities, and fiscal realities. REQUIRED SERVICES/SCOPE OF WORK: The Campus Master Plan will establish a unified physical and social vision for North Idaho College. It will provide detailed guidance for land use, facilities, and infrastructure while strengthening campus identity and sense of place. The plan will support accessibility, safety, and user experience, and align development strategies with realistic funding and phased implementation scenarios. The selected consultant shall provide comprehensive professional planning services, including project initiation and data review, campus visioning and space analysis, facilities and infrastructure assessments, development of planning scenarios, and preparation of a comprehensive Campus Master Plan. The final plan must be presented in a format suitable for sharing with the North Idaho College Board of Trustees and the broader community. Optional services may include cost estimating, capital phasing strategies, fundraising and donor engagement graphics, and sustainability planning. A. Engagement and Communication Facilitate collaborative engagement with students, faculty, staff, leadership and community stakeholders Conduct on campus workshops to gather feedback and present project updates Maintain a regular meeting schedule with NIC’s project team Prepare clear, presentation-ready materials suitable for multiple audiences B. Deliverables Deliverables shall include Executive summary, Comprehensive Campus Master Plan document Supporting analysis reports, Land use and development plans Facilities assessments at a planning level Implementation roadmap with phasing considerations Presentation ready graphics and visuals. All digital deliverables and supporting files (which shall become the property of North Idaho College) C. Project Schedule Proposers shall include a detailed project schedule with key milestones and deliverables The Campus Master Planning process is anticipated to span approximately 16-24 weeks Optional services may be incorporated as addenda or follow-on phases D. Consultant Qualifications Demonstrated experience in higher education campus master planning Multidisciplinary expertise in architecture, planning, landscape architecture, and infrastructure systems Strong facilitation and stakeholder engagement capabilities Familiarity with public institutions and participatory governance environments Last Day for Questions: 5:00 pm (PDT) Friday, May 29, 2026 Deadline for Request for Proposals: 5:00 pm (PDT) Monday, June 15, 2026 Please see attached BID document for additional information.
