Q (Budget Range): So that we can best tailor our response, can you share the budget range that has been established for this project?
A: The budget range for this project is $25,000 to $100,000.
Q (Bonds): The General Terms and Conditions has a section on Bonds that states Bid, Performance and Payment Bonds are required, but only 'if applicable'. The draft agreement contained in the document section does not reference this. Can the City confirm whether bid bonds and/or performance and payment bonds are required for this RFP, given the professional services nature of the scope?

Q (Insurance requirement clarification): On the vendor questionnaire, #23 states "I currently have the required insurance coverage as specified in the solicitation and will be able to provide a Certificate of Insurance if awarded." The General Terms and Conditions, section 2.19. states "The Vendor must provide a certificate of insurance and endorsement in accordance with the insurance requirements listed in the insurance section of the agreement. Failure to provide the required insurance within a ten (10) day period following the determination of award may result in the City to vacate the original determination and proceed with another Vendor." While it is understood the insurance requirements are fixed and non-negotiable, it is unclear whether the policies need to be in place as of the date of the bid submission (as question 23 implies) or only in place by the date of the award/contract signature (as section 2.19 implies).
