    Description

    Sacramento County and the City of Sacramento are seeking a qualified consulting firm or independent consultant to help inform the establishment of a new regional partnership model that would include a governing body that provides program and policy guidance to improve the efficacy of the region’s homeless response system and affordable housing resources, and a restructuring of the Sacramento County and City Continuum of Care (CoC) board. This work will be led by an ad hoc task force consisting of elected officials from the County Board of Supervisors, City Councils from six incorporated cities, and representatives from the current CoC Board and supported by staff of the County of Sacramento, City of Sacramento, and the CoC Lead Agency, Sacramento Steps Forward (SSF). The final recommendations of the ad hoc task force are expected to be the framework for a new governing body, including their role serving as the CoC Board. This Request for Qualifications (RFQ) seeks consulting support to get these recommendations finalized and prepared for a vote of each of the participating entities. The work of the new governing body will also require external consulting support; that work will be procured separately and the decision on that contract will be decided by the new governing body.

    Background

    Over the past few years, the County and City of Sacramento have been working to strengthen collaboration among jurisdictional partners, the CoC and the community as it relates to preventing and ending homelessness. Key milestones in that work include:

    • December, 2022: County and City of Sacramento sign a Partnership Agreement to coordinate services to the unhoused across jurisdictions.
    • December, 2023: County/SSF commissioned consultant finalizes a report detailing options for homeless ‘governance’ approaches that could respond to community concerns over lack of a centralized and coordinated approach. A copy of that report is included as Attachment A.
    • 2024: Collaborative work towards new homeless partnership model begins following landscape analysis on potential models from a County/SSF commissioned consultant.
    • August/September 2025: County Board of Supervisors and councils from six cities discuss a proposal to create a new Sacramento Homeless and Housing Board (SHHB) to serve as the CoC as well as a policy making body for regional homelessness and housing issues.
    • October 2025: Joint meeting of the County Board of Supervisors, Sacramento City Council, and Mayors of the other five cities meet to discuss homelessness and hear recommendations from Mosaic Consulting. The Mosaic Consulting report is included as Attachment B.
    • December 2025: County Board of Supervisors directs County staff to pursue a modification of the August model, following Mosaic’s recommendations. The materials from this meeting, including a visual of the County approved model, are included as Attachment C.
    • April 2026: The Sacramento City Council approves a model similar to the County approved model, creating a single entity to serve as the CoC Board and a community policy board. The materials from the meeting, including a visual of the City approved model, are included as Attachment D.
    • May 2026: The County and City present a model to the CoC Board that aligns with both elected bodies preferences. The CoC Board approves this model; materials from this meeting are included as Attachment E.

    The approvals of the County, City and CoC focused on a shared framework that included the following core characteristics:

    • Limited number of members for efficiency and focus
    • A majority of elected official members, ensuring public accountability and reflecting the proportion of funding supporting homeless & housing programs
    • A restructuring of the CoC Board, bringing community voices alongside elected officials when voting on CoC activities
    • Enhancement of community voices via a strong committee structure

    To move from a framework to an actionable governance charter, it was agreed that each participating entity would appoint members to an ad hoc task force to develop a formal agreement to include details on membership, scope of authorities when the new body sits as the CoC Board, and sub-committee structure. The other five incorporated cities – Citrus Heights, Elk Grove, Folsom, Galt, and Rancho Cordova – have each weighed in on the model and agreed to participate in this ad hoc task force. A joint Letter of Intent (LOI) was signed by each of these jurisdictions, detailing their commitment, which is included as Attachment F.

      When responding to a bid or proposal or executing a contract or renewal for a County of Sacramento contract for goods or services of $1,000,000 or more, a vendor must either:

      1. certify it is not on the current list of persons engaged in investment activities in Iran created by the California Department of General Services (“DGS”) pursuant to Public Contract Code section 2203(b) and is not a financial institution extending twenty million dollars ($20,000,000) or more in credit to another person, for 45 days or more, if that other person will use the credit to provide goods or services in the energy sector in Iran and is identified on the current list of persons engaged in investment activities in Iran created by DGS; or
      2. demonstrate it has been exempted from the certification requirement for that solicitation or contract pursuant to Public Contract Code section 2203(c) or (d).

      To comply with this requirement, please select one of the options below. Please note: California law establishes penalties for providing false certifications, including civil penalties equal to the greater of $250,000 or twice the amount of the contract for which the false certification was made; contract termination; and three-year ineligibility to bid on contracts. (Public Contract Code section 2205.)

      OPTION #1 - CERTIFICATION

      OPTION #2 – EXEMPTION

      Pursuant to Public Contract Code sections 2203(c) and (d), a public entity may permit a vendor/financial institution engaged in investment activities in Iran, on a case-by-case basis, to be eligible for, or to bid on, submit a proposal for, or enters into or renews, a contract for goods and services.
