    Description

    Housing Alliance HTX, officially known as the Houston Housing Authority (hereinafter the “Agency”), is soliciting proposals from qualified and experienced consulting firms to provide professional consulting and technical assistance services in support of housing program administration, plan preparation and policy development, HUD and Moving to Work (MTW) compliance, performance oversight, and staff capacity-building. The Agency seeks a responsive and knowledgeable partner capable of delivering high-quality services on an as-needed basis and supporting long-term operational improvement and compliance readiness. Services include, but are not limited to, the preparation and support of PHA Annual Plans, Five-Year Plans, MTW Supplements, waiver documentation, performance metrics reporting, and compliance-related analyses. Proposers should demonstrate experience supporting large, complex Public Housing Agencies, including those operating under the MTW Demonstration, with specific knowledge of MTW Cohort #2 requirements.

    Interested parties are responsible for monitoring the OpenGov Procurement Portal for any amendments. Late submissions will not be accepted. All questions must be submitted through the OpenGov portal by the stated deadline. Responses to questions and any modifications will be issued via written addendum through the portal.

    Background

    The Agency is defined as Housing Alliance HTX, officially known as the Houston Housing Authority (HHA), and includes all affiliated entities and subsidiaries.

    The Agency is a public body corporate and politic organized under the Housing Authorities Law, as codified in the Texas Local Government Code, and its functions are essential governmental functions. The Agency provides decent, safe, and affordable housing to low-income families, the elderly, and persons with disabilities, and administers programs funded by the U.S. Department of Housing and Urban Development (HUD).

    The property of the Agency is used for essential governmental purposes and is exempt from all applicable taxes, including sales tax on purchases of supplies and services. 

    The Agency is authorized to enter into contracts and execute all instruments necessary to carry out its functions and responsibilities. 

    The Agency maintains contractual relationships with HUD to manage and operate its Low-Rent Public Housing Program and administer the Housing Choice Voucher Program (HCVP). Operations are funded through federal funding, administrative fees, development grants, and rental income.

    Evaluation Criteria

    • Relevant Experience (30 Points) (25 pts)

      Provide demonstrated experience supporting PHAs of similar size and complexity, including:   

      • HUD-funded programs (e.g., HCV, Public Housing, PBV)   

      • HUD- and MTW-required plan preparation and submissions   

      • MTW planning, reporting, and compliance activities  

      Include at least three (3) representative engagements, with scope, outcomes, and relevance to this solicitation

    • Technical Approach and Methodology (30 Points) (25 pts)

      Describe the proposed approach to performing the Scope of Work, including:   

      • Plan preparation, policy development, and compliance support   

      • MTW Cohort #2 requirements and implementation approach   

      • SEMAP and PHAS performance monitoring and readiness   

      • Data quality management and HUD system support (e.g., 50058, VMS, PIC/IMS)   

      • Training, capacity building, and knowledge transfer   

      • Approach to ongoing advisory and technical assistance  

      Include a high-level work plan outlining task sequencing, deliverables, milestones, and integration of training with compliance activities. Sample work products may be included at the proposer’s discretion.
