The New York Department of State (“DOS” or “Department”), Division of Consumer Protection, Utility Intervention Unit (“UIU”), through this competitive Request for Quotation (“RFQ”), is seeking bids from qualified entities, organizations, and individuals experienced in investor-owned regulated public utility energy matters to provide technical expertise and expert witness services in The Brooklyn Union Gas Company d/b/a National Grid NY (“KEDNY”) and KeySpan Gas East Corporation d/b/a National Grid (“KEDLI”) (or combined “Companies”) 2026 Rate Cases. For purposes of this RFQ, UIU is seeking Respondents with an extensive background participating and testifying in utility rate cases before a Public Service Commission (“Commission”) to provide technical advice, guidance, and analysis to the UIU on cost of service issues in the KEDNY and KEDLI 2026 rate proceedings. The UIU represents the interests of customers in utility proceedings, with a particular focus on residential and small commercial customers. UIU is seeking assistance participating in these proceedings to help ensure that customers’ interests are adequately represented and to contribute to the development of a comprehensive record; with the primary focus on issues that have the highest potential impact on consumers. Qualified candidates are expected to devote sufficient resources to meet all procedural schedules, timelines, and deadlines as directed by the UIU Director. Respondents to this RFQ are referred to in this RFQ as (“Consultant” or “Contractor” or “Bidder” or “Offeror” or “Proposer”). Submissions responsive to this solicitation must include a completed Proposal Package consisting of two parts: Part I – Technical Proposal and Part II- Administrative/Cost Proposal. Part I -Technical Proposal must include: (1) Consultant Background; (2) Proposed Work Plan; and (3) Conflict of Interest and Positions in Past Testimony. The Part II – Administrative/Cost Proposal must include: (1) Procurement Lobbying Forms; (2) Quotation Sheet; (3) Attestation Form; (4) Executive Order 16 Certification; and (5) Gender-Based Violence and the Workplace Certification. The content required for each document is described below under Section VIII of this RFQ (“Proposal Package”). Submission of an incomplete Proposal Package, or the failure of the Consultant to provide any of the required forms, documents, or attachments for Parts I and II listed under Section VIII of this RFQ (PROPOSAL PACKAGE) may result in the rejection of the Consultant’s submission for the contract award.
