    Carroll County has three primary adopted Planning Documents that guide land development throughout the County: 1. The Carroll County Master Plan (2014) and amended (2019) 2. The Freedom Community Comprehensive Plan (2018) 3. The Finksburg Corridor Plan (2013) These plans were adopted to shape and direct land use, growth, and development patterns across the County. Between 2018 and 2022, new Zoning and Site Development Codes—codified in County Code Chapters 155 and 158—were amended and subsequently adopted. After approximately three years of implementation, concerns have arisen that these zoning and site development codes are not fully aligned with the adopted master plans. As a result, development is not progressing as envisioned, particularly within the Freedom Area of Carroll County, where inconsistencies between the zoning regulations and the comprehensive planning documents appear to be most significant.
