    Description

    STATEMENT OF PURPOSE

    The City of West Sacramento (“City”) is soliciting proposals from qualified consultants (“Proposers”) to provide professional support services performing independent site visits and field inspections, to evaluate and improve commercial business compliance with SB 1383, AB 341, AB 1826, and AB 939. The selected Consultant will support the City’s organics recycling compliance program by conducting on-site assessments, documenting findings, providing educational materials, and verifying waste service levels for businesses subject to state recycling and organics recycling mandates.

    More than 1,200 commercial businesses in West Sacramento are subject to SB 1383 regulatory requirements. The City has issued approximately 650 de minimis waivers, and a portion of these waivers must be verified before December 31, 2026, in accordance with state law. The Consultant will play a key role in completing these required verifications and supporting the City’s ongoing compliance efforts.

    The proposed contract term is two (2) years, with an option for one (1) additional two-year extension, subject to City approval. During the initial contract term, the selected Consultant may be required to conduct up to 700 site visits, with a minimum of 350 Site Visits per the first contract year, unless additional visits are mutually agreed upon by the City and the Proposer. Additional information regarding tasks and expectations is provided in the Scope of Work section of this RFP.

    Each qualified Proposer must submit a proposal in accordance with all requirements and instructions contained in this Request for Proposals (“RFP”) by the deadline indicated below. The Proposer selected through this RFP process—if any—and approved in accordance with the City’s contracting procedures, will be referred to as the “Consultant.”
