The City of Cupertino (“City”) invites proposal submittals from qualified consultants to provide guidance and recommendations for options to provide law enforcement services. Such options could include the creation of a police department, the formation of a Joint Powers Authority (JPA) in collaboration with other South Bay Cities, or other law enforcement service models, including other policing structures with Santa Clara County for a police force to serve one or more cities. The City is seeking to secure a firm that has the required experience, qualifications, expertise and resources to perform the services identified in this Request for Proposal (RFP). Consultants shall have experience in outlining and directing a process for a public agency/agencies to establish law enforcement services. The Consultant will perform under the general direction of the City Manager’s Office in developing an analysis of optional models and strategic plan for procuring law enforcement services. The Consultant scope of services may include, but is not limited to, analysis of law enforcement delivery models, identifying approaches for implementation, outlining important issues and considerations, projecting start-up costs and developing a timeline as detailed in Attachment A. ## Pre-Bid Conference NON-MANDATORY The City will offer an optional remote pre-proposal meeting for prospective proposers to learn about the project and ask clarifying questions.
