AI Summary
Rockland County seeks qualified contractors for a pre-qualified bid list to perform residential emergency and health/safety repairs under state and federal grant programs. Projects vary in size with funding up to $30,000 per property. Bids due June 25, 2026, with a pre-bid conference on June 9, 2026.
The Rockland County Office of Community Development (RCOCD), acting as the Local Program Administrator (“LPA”) for the New York State Residential Emergency Services to Offer [Home] Repairs to the Elderly (RESTORE) Program, hereby solicits sealed qualifications from responsible contractors for inclusion on a Pre-Qualified Contractor Bid List for the performance of residential emergency repair, health and safety repair, and related rehabilitation work at eligible owner-occupied residential properties located within Rockland County. The County of Rockland (“County”) has been awarded grant funding from New York State for the RESTORE Program as well as from the US Department of Housing and Urban Development (“HUD”) for the Healthy Homes program. Such funding will be used to undertake multiple residential repair projects for income-eligible homeowners in accordance with the RESTORE and/or Healthy Homes requirements. Individual project assignments are anticipated to vary in size and complexity, with a current maximum project assistance amount of $20,000 per property for RESTORE, $30,000 per property for Healthy Homes, although many assignments may be substantially smaller, including projects estimated in the range of approximately $2,500 to $5,000. The RESTORE manual defines emergency repair as a repair addressing a condition that poses a threat to the life, health, or safety of the elderly resident, while Healthy Homes funding is intended to address housing related health and safety hazards. The purpose of this solicitation is to establish one or more rosters of qualified contractors, by trade and/or service category, from which the County may solicit project-specific pricing during the term of the RESTORE grant, the Healthy Homes program, or any other federal/state/County funded housing rehabilitation programs. The County further reserves the right to utilize the responses received through this solicitation to establish a roster of qualified contractors for use in connection with other federal, state, or County funded housing rehabilitation programs. Such roster shall be limited to those vendors who respond to and are deemed qualified under this solicitation and shall not be expanded to include additional vendors outside of this process. **Solicitation Type**: RFB - Request for Bid (Formal) **Source ID**: PU.AG.USA.1029.C13156676 **Piggyback Contract**: No **Question Acceptance Deadline**: 06/16/2026 12:00 PM EDT **Questions are submitted online**: No **Bid Submission Type**: Electronic Bid Submission **Owner Organization**: Rockland County Office of Community Development (RCOCD), **Solicitation Number**: RFB-RC-2026-023 **Reference Number**: 0000413420 **Pricing**: No Pricing **Bid Documents List**: | Item Name | Description | Mandatory | Limited to 1 file | |---|---|---|---| | Disclosures | Statements of Disclosures and Signed Proposal Page | Yes | No | | Pre-qualification Checklist | Bidder Pre-qualification Checklist | Yes | No | | FEDERAL CONTRACT CLAUSE | FEDERAL CONTRACT CLAUSE FILLABLE | Yes | No | | New Vendor Form | Rockland CO New Vendor Form | Yes | No | | Experience / References form | Experience / References form | Yes | No | | Equipment form | Equipment form | Yes | No | | Additional Documentation | Licenses/Violations/Additional Relevant Qualification Documentation | Yes | No | **Pre-Bidding Events**: Event Type: Prebid Conference | Attendance: Recommended | Event date: 06/09/2026 10:00 AM EDT | Location: MICROSOFT TEAMS | Event Note: A Pre-Bid Meeting will be held on June 9, 2026 at 10 AM via Microsoft Teams.
