    Evaluation Criteria

    • Program Abstract (5 pts)

      Please limit your response to this section to two pages.

      1. Describe your agency, its mission, and how it aligns with the vision, mission, and values of Dane County Dept of Human Services.
      2. Provide a brief description of the services you will be outlining in this proposal. Highlight how it will meet the needs described in this RFP 
    • Program Strategies and Activities (60 pts)
      1. Describe the staffing that will be used to meet the needs and expectations described in the RFP.
      2. Describe the frequency and method the program will use to maintain communication with participants and assigned worksites.
      3. Describe the frequency and method of program outreach.
      4. Describe how the program will verify participants’ attendance at an assigned worksite and how the program will assure that individuals complete their community services obligation in the time allotted by the court.
      5. What approach will your agency take to ensure language access for program participants, both at the program and at the service sites?
      6. Describe the methods the agency will use to effectively communicate with the court and identify who will be responsible.
      7. Describe how your agency will recruit and maintain a collection of service sites.
      8. Describe the intake and client interview process will be used to match the skill level and areas of interest of the participants to the appropriate community service placement.
      9. Describe your methods to assure successful participant outcomes.  What techniques will you use to engage participants who are out of compliance with the program?
      10. Describe the design and content of a restorative justice group and how it aligns with restorative justice principles.
      11. Provide your office location.  What is the distance of your location to the nearest bus line?
      12. Describe your process for approving service sites and methods to assure the safety and appropriateness of the service site. 
    • Experience and Qualifications (10 pts)
      1. Describe your experience operating programs that serve individuals who are justice-involved in Dane County or in other jurisdictions.
      2. Describe the experience and qualification of your agency to provide programs that are welcoming to persons of all backgrounds and cultures.
      3. Describe your experience partnering with external agencies to support justice involved individuals. 
    • Quality Improvement (5 pts)
      1. Describe the process the program will use to gather program data on program effectiveness to be shared on a quarterly basis.  Be sure to identify the specific data you plan to collect, and the individual(s) responsible for collecting.
      2. Describe how program data will be used to drive quality improvement.
    • Cost (20 pts)

      Points for cost will be awarded using a relative formula. The proposal with the lowest cost will receive the maximum number of points available for this section. All other proposals will receive a proportion of the cost points according to the following calculation:

      In plain language: the lowest-cost proposal earns all available points. Other proposals earn fewer points based on how their cost compares to the lowest. For example, if your proposal costs twice as much as the lowest proposal, you would receive about half of the cost points.

    • Local Vendor Preference (5 pts)

      Per Dane County ordinance, a local Dane County vendor automatically receives five (5) points toward the evaluation score.

      Vendors located within the counties adjacent to Dane County (Columbia, Dodge, Green, Iowa, Jefferson, Rock, or Sauk) automatically receive two (2) points toward the evaluation score.

      Locally Operated Vendor means a supplier or provider of equipment, materials, supplies, or services which has an established place of business within Dane County and whose business is registered and authorized to do business in the State of Wisconsin. An established place of business means a physical office, plant, or other facility. A post office box address does not qualify a vendor as a Locally Operated Vendor. Dane County Ordinance 25.04(5)
