The City of Newport News (the “City”) is seeking Statements of Qualifications ("SOQ") from Construction Manager firms (the Construction Manager or Contractor) to provide Construction Manager at Risk (CMaR) services described herein. Statements of Qualifications will be received via the City’s e-Procurement Portal, OpenGov Procurement (https://secure.procurenow.com/portal/nnva), and be received no later than Friday, May 22, 2026 at 5:00 pm (local prevailing time).
The objective of this Request for Qualifications (RFQ) is to develop a short-list of qualified Offerors that will subsequently receive a Request for Proposals (RFP) for the project. The City will select a Construction Manager at Risk (CMaR) as indicated in Section 3, Submission Requirements and Evaluation and in the best interest of the City.
The Copeland Park Pump Station (CPPS), located in the southeastern region of Newport News, Virginia, was originally constructed in 1965. The site consists of the pump station facility and an associated water storage tank. The pump station is equipped with three booster pumps and provides a firm pumping capacity of 12 million gallons per day (MGD). The adjacent water storage tank has an estimated capacity of approximately 5 million gallons (MG).
In recent years, the pumping equipment has experienced significant operational failures, and the electrical systems have surpassed their expected service life. Additionally, substantial structural deficiencies have been identified in the existing pump station building and its foundations, indicating that any rehabilitation would require complex and extensive repairs.
Given these conditions, it has been determined that it is in the City's best interest to proceed with the design and construction of a new pump station. To expedite the overall project schedule and incorporate ongoing constructability input during the design process, the project is being delivered using the Construction Manager at Risk (CMaR) method.
