Ontario County is a rural county located within the heart of New York State’s Finger Lakes Region, approximately 40 minutes southeast of Rochester. Roughly 112,000 residents live within the 26 municipalities located in the county’s border. The Ontario County government seat is located within the City of Canandaigua.
The County owns a 2,999 tons per day Municipal Solid Waste (MSW) Landfill located within the Town of Seneca, which has been in operation since the early 1970s. In 2003 the County entered into a 25-year lease agreement with a private company, Casella, to operate the landfill on the County’s behalf. A single stream Materials Recovery Facility (MRF) is co-located on the landfill property. The landfill and MRF currently accept various waste and recycling streams from all over the state of New York. With the exception of the landfill and recycling infrastructure, solid waste activities within the county have historically been performed on a municipal level. Within the county’s borders, 14 municipalities operate and/or maintain their own transfer station facilities, and two municipalities, the City of Canandaigua and the Village of Victor collect MSW and recycling curbside. The types of services provided vary greatly by municipality. Approximately 10-15% of the waste generated within Ontario County is collected and processed through municipal transfer stations prior to being brought to the landfill site for disposal. The majority of waste generated in the County is collected and transported by private hauling companies.
On December 5, 2024 the Ontario County Board of Supervisors passed two resolutions shaping the future of solid waste management in Ontario County. The first resolution memorialized a policy decision to close the Ontario County Landfill on December 31, 2028, when the current operations and management lease agreement expires. The second resolution instructs the County’s Department of Sustainability and Solid Waste Management to continue and advance efforts to reduce the generation of municipal solid waste within the County and increase waste diversion efforts.
As a New York State Department of Environmental Conservation recognized Planning Unit, the County maintains a Local Solid Waste Management Plan (LSWMP) with the goal of facilitating responsible waste management practices and ultimately reducing the amount of waste generated by county residents. Through the Department of Sustainability and Solid Waste Management, the County strives to meet the diversion goals set forth in the LSWMP by implementing waste targeted diversion programs, providing special collection events, assessing waste patterns, planning for infrastructure and prioritizing the education of our residents, institutions and businesses. The County’s previous LSWMP expired at the end of December 2025. The new draft LSWMP was developed through a contract with Barton & Loguidice, approved by the Board of Supervisors at their December 18, 2025 board meeting, and submitted to the NYSDEC on December 30, 2025.
In addition to the LSWMP, several plans and studies have been facilitated and administered by the Department including a Strategic Plan, Waste Characterization Study and a Solid Waste Management Program Assessment & Facility Consolidation Study. A copy of the LSWMP and all referenced resources can be found on the County’s recycling website, www.ontariocountyrecycles.org.

In accordance with State Finance Law §139‐l, which generally prohibits the County from entering into contracts pursuant to the bid process with persons who fail to submit a certification affirming compliance with New York Labor Law §201‐g, the proposer submits the following certification under the penalty of perjury:

A: It is County Policy not to share the budget until after award.
Q (Pre-Bid Meeting): Could you please confirm whether a pre-bid meeting is anticipated for this project? If not, we would appreciate any additional context or guidance that may typically be covered in such a meeting.
A: Based on the proposals received the County will determine whether or not interviews will be needed. If you need clarification or additional information regarding aspects of the RFP, please submit specific questions.
Q (No subject): In this management plan are you just looking for consultation to get things started for curbside pick up and possibly drop off points. Or is this a whole package of consultation down to curbside pick up?
A: The County is looking for a comprehensive report on the current state of organics management across the county, including data on generation of organic material across different sectors, recommendations on management of the organics based on the generation numbers, as well as consultation on implementation of these management recommendations. The types of recommended management practices is left to the consultant to decide based on the information they have collected.
Q (Submission format): Is it acceptable for proposals to be submitted only via this OpenGov platform (i.e. electronically), or is it required for a hard copy to be submitted as well? Thank you.
A: The County prefers electronic submittals, however paper submittals are acceptable. Any submittal must be received by 4pm on April 13, 2026. If submitting a hard copy please refer to the instructions in section 2 of the RFP (Information for Proposers).
Q (No subject): If the selected consultant exceeds the maximum budget, is their response automatically disqualified? Or does the County have the opportunity to revisit/modify the budget?
A: Proposals will be evaluated according to the evaluation criteria listed in the RFP documents to determine the best value to the County.
